102:12-22 We are dying creatures, but God is an everlasting God, the protector of his church; we may be confident that it will not be neglected. When we consider our own vileness, our darkness and deadness, and the manifold defects in our prayers, we have cause to fear that they will not be received in heaven; but we are here assured of the contrary, for we have an Advocate with the Father, and are under grace, not under the law. Redemption is the subject of praise in the Christian church; and that great work is described by the temporal deliverance and restoration of Israel. Look down upon us, Lord Jesus; and bring us into the glorious liberty of thy children, that we may bless and praise thy name.When the people are gathered together - When they shall be brought from their dispersion in distant lands; when they shall assemble again in the city of their fathers, and when public worship shall be celebrated there as in former ages.

And the kingdoms, to serve the Lord - The Septuagint and the Latin Vulgate render this, "kings." The reference must be to the time when those of other lands - kings and their people - would be converted to the true religion; when the Gentiles as well as the Jews, then one undistinguished people, would be brought to the knowledge of the true God, and would unite in his worship. See the notes at Isaiah 60. All of all lands, will yet praise the Lord "as if" they were one great congregation, assembled in one place. Thus, though separate, they will with united feeling recount the mercy and goodness of God to his people in past times.

21. To declare, &c.—or, that God's name may be celebrated in the assemblies of His Church, gathered from all nations (Zec 8:20-23), and devoted to His service. When the Gentiles shall gather themselves to the Jews, and join with them in the praise and worship of the true God, and of the Messias. This verse seems to be added to intimate, that although the psalmist in this Psalm respects the deliverance of the Jews out of Babylon, yet he had a further design and a principal respect unto that greater and more general deliverance of his church and people by the Messias.

When the people are gathered together,.... When the people of the Jews shall be gathered together, and seek the Lord their God, and David their King, the Messiah, and appoint them one head, even Christ; and when the Gentiles shall gather together, in great numbers, to the church of God, Hosea 1:11,

and the kingdoms to serve the Lord; even the kingdoms of this world, which will become his, and will serve him in righteousness and holiness, freely and cheerfully, with one shoulder and one content; their kings will fall down before the Lord, and all nations shall serve him, Psalm 72:11, and then will be the time when the prisoners shall be loosed, and the Lord shall be praised in Zion.

(p) He shows that Gad's name is never more praised, than when religion flourishes and the church increases: which is chiefly accomplished under the kingdom of Christ.

EXEGETICAL (ORIGINAL LANGUAGES)
22. the people] R.V. the peoples. Israel does not return alone: its restoration will be the signal for that gathering of the nations to worship Jehovah in Zion, which ancient prophecy had foretold (Isaiah 2:2 ff. = Micah 4:1 ff.), and which recent prophecy had uncompromisingly reaffirmed in the teeth of appearances (Isaiah 60:3 ff.). Cp. Psalm 22:27.

But did not the event, it may be asked, fall far short of the anticipations of prophet and Psalmist? They looked for a triumphant return of Israel and a visible manifestation of Jehovah’s glory, to be followed immediately by the submission of the nations. As a matter of fact the return was an insignificant event, and no startling results immediately followed it. The answer is twofold. The spiritual significance of the Return for the history of the world could not be exaggerated; and prophecy constantly combines in one view the nearer and the remoter future, depicting the eventual result, without indicating the steps by which it is to be reached.

Verse 22. - When the people (rather, the peoples) are gathered together, and the kingdoms, to serve the Lord (comp. Psalm 22:27; Psalm 68:29-32; Isaiah 49:6, 7, 18, etc). Psalm 102:22The poet goes on advancing motives to Jahve for the fulfilment of his desire, by holding up to Him what will take place when He shall have restored Zion. The evangel of God's redemptive deed will be written down for succeeding generations, and a new, created people, i.e., a people coming into existence, the church of the future, shall praise God the Redeemer for it. דּור אחרון as in Psalm 48:14; Psalm 78:4. עם נברא like עם נולד Psalm 22:32, perhaps with reference to deutero-Isaianic passages like Isaiah 43:17. On Psalm 102:20, cf. Isaiah 63:15; in Psalm 102:21 (cf. Isaiah 42:7; Isaiah 61:1) the deutero-Isaianic colouring is very evident. And Psalm 102:21 rests still more verbally upon Psalm 79:11. The people of the Exile are as it were in prison and chains (אסיר), and are advancing towards their destruction (בּני תמוּתה), if God does not interpose. Those who have returned home are the subject to לספּר. בּ in Psalm 102:23 introduces that which takes place simultaneously: with the release of Israel from servitude is united the conversion of the world. נקבּץ occurs in the same connection as in Isaiah 60:4. After having thus revelled in the glory of the time of redemption the poet comes back to himself and gives form to his prayer on his own behalf.
