[236]   Apparently Paul’s companion Silvanus, or Silas (Acts 15:22; 18:5), is the scribe who wrote as Peter dictated the letter (1 Pet. 5:12). “Babylon” is often used here in some translations in the place of “Rome” (5:13). The earliest understanding of “Babylon” interprets it as referring to Rome. Other interpretations that were held later are the ancient city of Babylon, a city in Egypt named Babylon, or a cryptogram for a place of exile. The majority of scholars favor Rome as the place of writing and take “Babylon” as a symbolic designation for the city, as in Revelation 17:5, 9 and 18:2, 10, 21.
