4I said to the arrogant, “Be not boastful”; and to the wicked, “Do not raise your horn in self-glorification; 5Do not lift it on high; do not speak with insolent pride”. 6For promotion comes neither from the east, the west, nor from the south.

7But it is God Who judges; He puts down one, and exalts another. 8For in the hand of the LORD there is a cup, and the wine is red; it is fully mixed; and He pours out of the same; but the dregs of it all the wicked of the earth shall drink and drain. 9But as for me. I will proclaim forever; I will sing praises to the God of Jacob. 10All the horns of the wicked also will I cut off; but the horns of the righteous shall be exalted.
