If cases come before your courts that are too difficult for you to judge--whether bloodshed, lawsuits or assaults--take them to the place the LORD your God will choose.

If there arise a matter too hard for thee - These directions are given to the common magistrates, who might not be able to judge of or apply the law in all cases that might be brought before them. The priests and Levites, who were lawyers by birth and continual practice, were reasonably considered as the best qualified to decide on difficult points.

But if the thief is not found, the owner of the house must appear before the judges, and they must determine whether the owner of the house has laid hands on the other person's property.
But you are to seek the place the LORD your God will choose from among all your tribes to put his Name there for his dwelling. To that place you must go;

When people have a dispute, they are to take it to court and the judges will decide the case, acquitting the innocent and condemning the guilty.

In every case that comes before you from your people who live in the cities--whether bloodshed or other concerns of the law, commands, decrees or regulations--you are to warn them not to sin against the LORD; otherwise his wrath will come on you and your people. Do this, and you will not sin.
