They that fled stood under the shadow of Heshbon - Heshbon being a fortified place, they who were worsted in the fight fled to it, and rallied under its walls; but, instead of safety, they found themselves disappointed, betrayed, and ruined. See Jeremiah 48:2 (note), and the note there.
But a fire shall come forth out of Heshbon - Jeremiah has borrowed this part of his discourse from an ancient poet quoted by Moses, Numbers 21:28 (note); where see the notes.
The crown of the head - The choicest persons of the whole nation.

Israel sent messengers to say to Sihon king of the Amorites:
Heshbon was the city of Sihon king of the Amorites, who had fought against the former king of Moab and had taken from him all his land as far as the Arnon.
"Fire went out from Heshbon, a blaze from the city of Sihon. It consumed Ar of Moab, the citizens of Arnon's heights.
Woe to you, Moab! You are destroyed, people of Chemosh! He has given up his sons as fugitives and his daughters as captives to Sihon king of the Amorites.
"I see him, but not now; I behold him, but not near. A star will come out of Jacob; a scepter will rise out of Israel. He will crush the foreheads of Moab, the skulls of all the people of Sheth.
