Jesus took the loaves - See the notes on Matthew 14:19-21 (note). As there were five loaves and five thousand people, so there was one loaf to every thousand men, independently of the women and children.

The Fourth Miracle in John's Gospel
1 Samuel 9:13
As soon as you enter the town, you will find him before he goes up to the high place to eat. The people will not begin eating until he comes, because he must bless the sacrifice; afterward, those who are invited will eat. Go up now; you should find him about this time."
Then he took the seven loaves and the fish, and when he had given thanks, he broke them and gave them to the disciples, and they in turn to the people.
"Here is a boy with five small barley loaves and two small fish, but how far will they go among so many?"
Then some boats from Tiberias landed near the place where the people had eaten the bread after the Lord had given thanks.
When they landed, they saw a fire of burning coals there with fish on it, and some bread.
Jesus said to them, "Bring some of the fish you have just caught."
Jesus came, took the bread and gave it to them, and did the same with the fish.
