It was Moses' practice to take the Tent of Meeting and set it up some distance from the camp. Everyone who wanted to make a request of the LORD would go to the Tent of Meeting outside the camp.

33:7 And Moses took the tabernacle - The tent wherein he gave audience, heard causes, and inquired of God, and pitched it without, afar off from the camp - To signify to them that they were unworthy of it. Perhaps this tabernacle was a model of the tabernacle that was afterwards to be erected, a hasty draught from the pattern shewed him in the mount, designed for direction to the workman, and used in the mean time as a tabernacle of meeting between God and Moses about public affairs.

There he ministers in the heavenly Tabernacle, the true place of worship that was built by the Lord and not by human hands.
So Moses went out to meet his father-in-law. He bowed low and kissed him. They asked about each other's welfare and then went into Moses' tent.
Then Jethro, Moses' father-in-law, brought a burnt offering and sacrifices to God. Aaron and all the elders of Israel came out and joined him in a sacrificial meal in God's presence.
"These burnt offerings are to be made each day from generation to generation. Offer them in the LORD's presence at the Tabernacle entrance; there I will meet with you and speak with you.
So from the time they left Mount Sinai, the Israelites wore no more jewelry or fine clothes.
Whenever Moses went out to the Tent of Meeting, all the people would get up and stand in the entrances of their own tents. They would all watch Moses until he disappeared inside.
