9:12 Now the Lord hardened Pharaoh's heart - Before he had hardened his own heart, and resisted the grace of God, and now God justly gave him up to his own heart's lusts, to strong delusions, permitting Satan to blind and harden him. Wilful hardness is commonly punished with judicial hardness. Let us dread this as the sorest judgment a man can be under on this side hell.

"The Lord has blinded their eyes and hardened their hearts--so that their eyes cannot see, and their hearts cannot understand, and they cannot turn to me and have me heal them."
So you see, God chooses to show mercy to some, and he chooses to harden the hearts of others so they refuse to listen.
And the LORD told Moses, "When you arrive back in Egypt, go to Pharaoh and perform all the miracles I have empowered you to do. But I will harden his heart so he will refuse to let the people go.
Even then Pharaoh will refuse to listen to you. So I will bring down my fist on Egypt. Then I will rescue my forces--my people, the Israelites--from the land of Egypt with great acts of judgment.
