15:13 Thy seed shall be strangers - So they were in Canaan first, Psa 105:11,12, and afterwards in Egypt: before they were lords of their own land, they were strangers in a strange land. The inconveniences of an unsettled state make a happy settlement the more welcome. Thus the heirs of heaven are first strangers on earth. And them they shall serve - So they did the Egyptians, Exo 1:13. See how that which was the doom of the Canaanites, Gen 9:25, proves the distress of Abram's seed: they are made to serve; but with this difference, the Canaanites serve under a curse, the Hebrews under a blessing. And they shall afflict them - See Exo 1:11. Those that are blessed and beloved of God are often afflicted by wicked men. This persecution began with mocking, when Ishmael the son of an Egyptian, persecuted Isaac, Gen 21:9, and it came at last to murder, the basest of murders, that of their new born children; so that more or less it continued 400 years.

God also told him that his descendants would live in a foreign land, where they would be oppressed as slaves for 400 years.
"As the time drew near when God would fulfill his promise to Abraham, the number of our people in Egypt greatly increased.
This is what I am trying to say: The agreement God made with Abraham could not be canceled 430 years later when God gave the law to Moses. God would be breaking his promise.
After four generations your descendants will return here to this land, for the sins of the Amorites do not yet warrant their destruction."
We have come to live here in Egypt for a while, for there is no pasture for our flocks in Canaan. The famine is very severe there. So please, we request permission to live in the region of Goshen."
So the Egyptians made the Israelites their slaves. They appointed brutal slave drivers over them, hoping to wear them down with crushing labor. They forced them to build the cities of Pithom and Rameses as supply centers for the king.
So the Egyptians worked the people of Israel without mercy.
