9:15 To let them live - That is, they should not destroy them. That this league was lawful and obliging, appears, Because Joshua and all the princes, upon the review concluded it so to be, and spared them accordingly. Because God punished the violation of it long after, 2Sam 21:1. Because God is said to have hardened the hearts of all other cities, not to seek peace with Israel, that so he might utterly destroy them, Jos 11:19,20, which seems to imply that their utter destruction did not necessarily come upon them by virtue of any peremptory command of God, but by their own obstinate hardness, whereby they refused to make peace with the Israelites.

Three days after making the treaty, they learned that these people actually lived nearby!
Adoni-zedek, king of Jerusalem, heard that Joshua had captured and completely destroyed Ai and killed its king, just as he had destroyed the town of Jericho and killed its king. He also learned that the Gibeonites had made peace with Israel and were now their allies.
"Come and help me destroy Gibeon," he urged them, "for they have made peace with Joshua and the people of Israel."
2 Samuel 21:2
So the king summoned the Gibeonites. They were not part of Israel but were all that was left of the nation of the Amorites. The people of Israel had sworn not to kill them, but Saul, in his zeal for Israel and Judah, had tried to wipe them out.
