This is what the LORD, the God of Israel, says about the rulers who were supposed to take care of his people: "You have not taken care of my people; you have scattered them and driven them away. Now I am going to punish you for the evil you have done.

Therefore thus saith the Lord the God of Israel to the pastors that feed my people: You have scattered my flock, and driven them away, and have not visited them: behold I will visit upon you for the evil of your doings, saith the Lord.

1Woe to the pastors, that destroy and tear the sheep of my pasture, saith the Lord. 2Therefore thus saith the Lord the God of Israel to the pastors that feed my people: You have scattered my flock, and driven them away, and have not visited them: behold I will visit upon you for the evil of your doings, saith the Lord.3And I will gather together the remnant of my flock, out of all the lands into which I have cast them out: and I will make them return to their own fields, and they shall increase and be multiplied.…
But go thou, and lead this people whither I have told thee: my angel shall go before thee. And I in the day of revenge will visit this sin also of theirs.
Because the pastors have done foolishly, and have not sought the Lord: therefore have they not understood, and all their flock is scattered.
But if you will not hear this, my soul shall weep in secret for your pride: weeping it shall weep, and my eyes shall run down with tears, because the flock of the Lord is carried away captive.
Lift up your eyes, and see, you that come from the north: where is the flock that is given thee, thy beautiful cattle?
O house of David, thus saith the Lord: Judge ye judgment in the morning, and deliver him that is oppressed by violence out of the hand of the oppressor: lest my indignation go forth like a fire, and be kindled, and there be none to quench it, because of the evil of your ways.
So that the Lord could no longer bear, because of the evil of your doings, and because of the abominations which you have committed: therefore your land is become a desolation, and an astonishment, and a curse, without an inhabitant, as at this day.
And my sheep were scattered, because there was no shepherd and they became the prey of all the beasts of the field, and were scattered.
For behold I will raise up a shepherd in the land, who shall not visit what is forsaken, nor seek what is scattered, nor heal what is broken, nor nourish that which standeth, and he shall eat the flesh of the fat ones, and break their hoofs.
