With the appeal to the gracious guidance of Israel by God through the desert, the address of Moses passes imperceptibly into an address from the Lord, just as in Deuteronomy 11:14. (On Deuteronomy 29:5, Deuteronomy 29:6, vid., Deuteronomy 8:3-4; on Deuteronomy 29:7, vid., Deuteronomy 2:26., and Deuteronomy 3:1. and Deuteronomy 3:12.).

enter [heb] pass This is an allusion to the solemn ceremony used by several ancient nations, when they entered into a covenant with each other. The victims, slain as a sacrifice on this occasion, were divided, and and parts laid asunder: the contracting parties then passed between them, imprecating, as a cursed on those who violated the sacred compact, that they might in like manner be cut asunder.
Cyril, in his work against Julian, show that passing between the divided parts of a victim was used also among the Chaldeans and other people.

your little ones, your wives, and the sojourner who is in your camp, from the one who chops your wood to the one who draws your water,
that he may establish you today as his people, and that he may be your God, as he promised you, and as he swore to your fathers, to Abraham, to Isaac, and to Jacob.
