HEB: חֲפָר֣וּהָ שָׂרִ֗ים כָּר֙וּהָ֙ נְדִיבֵ֣י הָעָ֔ם
NAS: of the people dug, With the scepter
KJV: of the people digged it, by [the direction of] the lawgiver,
