CommentaryWesley's Notes on the Bible
17:3 A great eagle - Nebuchadnezzar king of Babylon is compared to a great eagle, the king of birds, swift, strong, rapacious. Great wings - Mighty provinces on each side of his kingdom. Long winged - His kingdom was widely extended. Full of feathers - And full of people. Divers colours - Who were of divert nations, languages and manners. Lebanon - Jerusalem the chief city of the country where this great, fruitful and pleasant hill was. And took - Took, captive and carried away with him the king of Judah, Jehoiachin. The cedar - The nation.

and plucked off its highest branch. He carried it away to a city filled with merchants. He planted it in a city of traders.
"Say to these rebels of Israel: Don't you understand the meaning of this riddle of the eagles? The king of Babylon came to Jerusalem, took away her king and princes, and brought them to Babylon.
You are like mighty Assyria, which was once like a cedar of Lebanon, with beautiful branches that cast deep forest shade and with its top high among the clouds.
That tree, Your Majesty, is you. For you have grown strong and great; your greatness reaches up to heaven, and your rule to the ends of the earth.
