Good News Translation
And if at any time foreigners living among you, whether on a temporary or a permanent basis, make a food offering, an odor that pleases the LORD, they are to observe the same regulations.

New Revised Standard Version
An alien who lives with you, or who takes up permanent residence among you, and wishes to offer an offering by fire, a pleasing odor to the LORD, shall do as you do.

And the foreigners who live among you must also follow these rules.
