21:9-42 By mixing the Levites with the other tribes, they were made to see that the eyes of all Israel were upon them, and therefore it was their concern to walk so that their ministry might not be blamed. Every tribe had its share of Levites' cities. Thus did God graciously provide for keeping up religion among them, and that they might have the word in all parts of the land. Yet, blessed be God, we have the gospel more diffused amongst us.Merarite cities. Some of these places are not found in the list of Zebulonite cities in Joshua 19:10-16. 9-40. they gave … these cities which are here mentioned by name—It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin. This was a provision, the admirable wisdom and propriety of which were fully manifested on the schism that took place in the reign of Rehoboam.

Ramoth in Gilead with her suburbs; of which see Joshua 20:8,

to be a city of refuge for the slayer; and is the sixth and last city of refuge in this account:

and Mahanaim with her suburbs; here it was the angels met Jacob, which gave rise to the name of the place, Genesis 32:1; afterwards a city was built here, and was on the borders of the tribe of Gad, and belonged to it, Joshua 13:26; mention is made of it in other places, 2 Samuel 2:8 1 Kings 2:8.

Verse 38. - To be a city of refuge (see above, ver. 13). Mahanaim (see Joshua 13:26). Perhaps the unquestionable entente cordiale between David and the sacerdotal party may have determined him to fix on this as his refuge when fleeing from Absalom, in addition to its situation beyond Jordan, and near the fords (2 Samuel 17:22, 24). Joshua 21:38From Gad they received four towns: Ramoth in Gilead, and Mahanaim (see at Joshua 13:26), Heshbon (Joshua 13:17) and Jaezer (Joshua 13:25 : see at Numbers 21:32).
