to Heshbon and all its cities on the plateau
Heshbon was a significant city in the territory of the Amorites, originally ruled by King Sihon. It became a central city for the tribe of Reuben after the Israelites conquered the land. The plateau refers to the elevated region east of the Jordan River, known for its fertile land. This area was strategically important for agriculture and defense. The conquest of Heshbon is detailed in Numbers 21:21-31, where Israel's victory over Sihon is recounted. The city's mention here underscores the fulfillment of God's promise to give Israel the land of the Amorites.

including Dibon
Dibon was another important city in the region, later associated with the tribe of Gad. It is mentioned in Numbers 32:3 as one of the cities requested by the tribes of Reuben and Gad for their inheritance. Archaeological findings, such as the Mesha Stele, have been discovered in this area, providing historical evidence of its significance. The stele, dating to the 9th century BC, records the victories of King Mesha of Moab, indicating the city's continued importance in the region.

Bamoth-baal
Bamoth-baal, meaning "high places of Baal," was a location associated with the worship of Baal, a Canaanite deity. This highlights the religious challenges Israel faced in maintaining their covenant with Yahweh amidst surrounding pagan practices. The site is mentioned in Numbers 22:41, where Balak takes Balaam to view the Israelites, indicating its strategic vantage point. The presence of such high places often led to idolatry, which the Israelites were repeatedly warned against.

Beth-baal-meon
Beth-baal-meon, also known as Baal-meon, was another city in the region, later given to the tribe of Reuben. Its name suggests it was a center for Baal worship, reflecting the syncretism that Israel had to combat. The city is mentioned in Ezekiel 25:9 as part of the judgment against Moab, indicating its continued relevance in the region's geopolitics. The struggle against idolatry in places like Beth-baal-meon serves as a reminder of the Israelites' call to be distinct and faithful to God.

The Importance of Obedience
The allocation of these cities to the tribe of Reuben underscores the importance of following God's commands in distributing the land. Obedience to God's instructions leads to blessings and fulfillment of His promises.

Vigilance Against Idolatry
The mention of cities associated with Baal worship serves as a reminder of the constant threat of idolatry. Believers must remain vigilant in their faith and avoid the influences that lead away from God.

God's Sovereignty in History
The historical context of these cities shows God's hand in the affairs of nations. Understanding God's sovereignty helps believers trust Him in their personal lives and the broader world.

The Role of Memory in Faith
Remembering the history of these places can strengthen faith. Just as Israel was to remember their conquests and God's faithfulness, believers today can draw strength from recalling God's past faithfulness.

What Does Joshua 13:17 Mean
Heshbon

- Central city of King Sihon’s Amorite kingdom. Israel literally captured it (Numbers 21:25–26: “Israel captured all the cities of the Amorites and lived in them, including Heshbon…,”).

- By listing Heshbon first, Joshua 13:17 underlines the Lord’s complete victory and His faithfulness to the promise in Deuteronomy 2:24, 31 that He would deliver Sihon’s land to Israel.

- Later prophets mention Heshbon in oracles against Moab (Isaiah 15:4; Jeremiah 48:2, 45), showing that the city’s fate continued to mirror Israel’s covenant obedience or neglect.

All its Cities on the Plateau

- “The plateau” (the Mishor) is the elevated plain east of the Jordan. Moses previewed this inheritance in Deuteronomy 3:10, and Joshua now records its realization.

- By adding “all its cities,” the text stresses the totality of the grant; nothing promised was withheld (Joshua 21:43-45).

- This sweep of territory gave Reuben grazing land for flocks (Numbers 32:1-4) and space to thrive, yet also demanded diligence to remain faithful amid former pagan strongholds (Deuteronomy 12:2-4).

Including Dibon

- Dibon lay about 3 mi/5 km north of the Arnon Gorge. After conquest, Reubenites rebuilt it and called it “Dibon-gad” (Numbers 32:34-35).

- Centuries later the Moabite King Mesha boasted of retaking Dibon (2 Kings 3:4-5), confirming the site’s lasting strategic value.

- Prophets lamented Dibon when Moab faced judgment (Isaiah 15:2; Jeremiah 48:18-22), reminding readers that turning from the Lord invites ruin even for well-fortified towns.

Bamoth-baal

- Literally “high places of Baal.” Numbers 22:41 locates Balaam here when he first tried to curse Israel: “Balak … brought Balaam up to Bamoth-baal…”.

- God granting this hilltop to Reuben displays His triumph over idolatry; confessedly pagan ground became covenant land.

- Deuteronomy 12:3 commanded Israel to destroy such high places, so inheriting Bamoth-baal also carried the responsibility to tear down altars and lift up the Lord’s name instead.

Beth-baal-meon

- Another Baal-named town, rebuilt by Reuben (Numbers 32:37-38).

- Ezekiel 25:9 and Jeremiah 48:23 mention it in judgments on Moab, again showing shifting control tied to nations’ responses to God.

- The inclusion in the allotment underscores that God’s people must live distinctly holy lives even when surrounded by reminders of past idol worship.

summary

Joshua 13:17 catalogs key towns—Heshbon, the surrounding plateau cities, Dibon, Bamoth-baal, and Beth-baal-meon—as part of Reuben’s inheritance east of the Jordan. Each name testifies that the Lord literally kept His word to defeat Sihon and hand the land to Israel. The passage calls readers to trust God’s promises, steward blessings faithfully, and reject the idolatry that once defined these places.

Verse 17. - Bamoth Baal. The high places or altars of Baal. The frequent mention of Baal in this passage shows how common the worship of Baal was in Palestine. The Moabites worshipped him under the name of Chemosh, to whom Mesha, on the Moabite stone, attributes all his victories (cf. Numbers 21:29; Judges 11:24; 1 Kings 11:7, 33. So Beth-Peor below (cf. Numbers 25:3).
