But I say to you not to swear at all, neither by heaven for it is the throne of God:
Deuteronomy 23:21-23 When thou hast made a vow to the Lord thy God, thou shalt not delay to pay it: because the Lord thy God will require it. And if thou delay, it shall be imputed to thee for a sin. . . .
Ecclesiastes 9:2 But all things are kept uncertain for the time to come, because all things equally happen to the just and to the wicked, to the good and to the evil, to the clean and to the unclean, to him that offereth victims, and to him that despiseth sacrifices. As the good is, so also is the sinner: as the perjured, so he also that sweareth truth.

ContextOaths and Vows
33Again you have heard that it was said to them of old, thou shalt not forswear thyself: but thou shalt perform thy oaths to the Lord. 34But I say to you not to swear at all, neither by heaven for it is the throne of God: 35Nor by the earth, for it is his footstool: nor by Jerusalem, for it is the city of the great king:…
For they have destroyed the things which thou hast made: but what has the just man done?
Thus saith the Lord: Heaven is my throne, and the earth my footstool: what is this house that you will build to me? and what is this place of my rest?
And he that sweareth by heaven sweareth by the throne of God and by him that sitteth thereon.
Heaven is my throne and the earth my footstool. What house will you build me (saith the Lord)? Or what is the place of my resting?
But above all things, my brethren, swear not, neither by heaven, nor by the earth, nor by any other oath. But let your speech be: Yea, Yea: No, No: that you fall not under judgment.
