Under what circumstances was it credited? Was it after he was circumcised, or before? It was not after, but before!
King James Bible

CommentaryClarke's Commentary on the Bible
How was it then reckoned? - In what circumstances was Abraham when this blessing was bestowed upon him? When he was circumcised, or before?
Not in circumcision, but in uncircumcision - Faith was reckoned to Abraham for justification, as we read Genesis 15:6, (see the note on Genesis 15:6); but circumcision was not instituted till about fourteen or fifteen years after, Genesis 17:1, etc.; for faith was reckoned to Abraham for righteousness or justification at least one year before Ishmael was born; compare Genesis 15, and 16. At Ishmael's birth he was eighty-six years of age, Genesis 16:16; and, at the institution of circumcision, Ishmael was thirteen, and Abraham ninety-nine years old. See Genesis 17:24, Genesis 17:25; and see Dr. Taylor.

"He calleth things that are not as though they were" (Rom. iv. 17). The Word of God creates what it commands. When Christ says to any of us "Now are ye clean through the word which I have spoken unto you," We are clean. When He says "no condemnation" there is none, though there has been a lifetime of sin before. And when He says, "mighty through God to the pulling down of strongholds," then the weak are strong. This is the part of faith, to take God at His Word, and then expect Him to make it real. …

Is this blessedness only for the circumcised, or also for the uncircumcised? We have been saying that Abraham's faith was credited to him as righteousness.
And he received circumcision as a sign, a seal of the righteousness that he had by faith while he was still uncircumcised. So then, he is the father of all who believe but have not been circumcised, in order that righteousness might be credited to them.
