So you see, God chooses to show mercy to some, and he chooses to harden the hearts of others so they refuse to listen.
And the LORD told Moses, "When you arrive back in Egypt, go to Pharaoh and perform all the miracles I have empowered you to do. But I will harden his heart so he will refuse to let the people go.
But I will make Pharaoh's heart stubborn so I can multiply my miraculous signs and wonders in the land of Egypt.
When I raise my powerful hand and bring out the Israelites, the Egyptians will know that I am the LORD."
But the LORD hardened Pharaoh's heart once more, and he would not let them go.
Then Pharaoh will think, 'The Israelites are confused. They are trapped in the wilderness!'
