The LORD Calls Samuel

And the boy Samuel ministered to the LORD before Eli.

Hannah’s vow was being fulfilled as Samuel served at the sanctuary in Shiloh under Eli’s care (1 Samuel 1:11, 27–28). Though still a boy, Samuel belonged wholly to the Lord and was being prepared amid the ordinary duties of worship for an extraordinary calling. Eli’s oversight placed Samuel near the priesthood at a time when Eli’s own sons had dishonored their office. God was preserving a faithful servant in the very place where spiritual leadership had become corrupt.

Now in those days the word of the LORD was rare,

Israel lacked the regular prophetic instruction needed to confront sin, guide the nation, and call its people back to covenant faithfulness. The wickedness of Hophni and Phinehas had defiled the worship at Shiloh, while Eli had failed to restrain them decisively (1 Samuel 2:12–17, 22–25). God’s silence was a solemn sign of the nation’s spiritual condition, yet it also formed the backdrop for His calling of Samuel.

and visions were scarce.

Divine revelation was not widely given in a time when Israel needed it greatly. The coming revelation to Samuel would therefore mark a decisive turning point: the Lord would again make His will known through a faithful prophet. Samuel would become God’s spokesman to Israel, call the nation to repentance, and later anoint Saul and David according to the Lord’s purpose.

And at that time

The events occurred during the closing years of Eli’s judgeship, when the word of the LORD was rare and corruption had weakened Israel’s worship. God was preparing to raise Samuel as a prophet and judge, bringing needed spiritual leadership to a nation drifting from covenant faithfulness.

Eli, whose eyesight had grown so dim that he could not see,

Eli’s blindness was a real consequence of advanced age, later noted when he was ninety-eight years old. His physical condition also stands in solemn contrast to the spiritual failure surrounding his priestly house. Eli had not restrained his sons from their grievous sins at the sanctuary, and God’s coming judgment upon his family would soon become clear.

was lying in his room.

Eli rested in his assigned place near the sanctuary while Samuel lay nearby in the temple of the LORD. The quiet nighttime setting highlights Eli’s weakness and Samuel’s readiness to hear God’s voice. The LORD would speak to the boy entrusted to Eli’s care and begin the transition from Eli’s fading house to Samuel’s prophetic ministry.

Before the lamp of God had gone out,

The golden lampstand in the tabernacle was to burn through the night until morning, marking the time shortly before dawn. Its remaining light testified that the Lord had not abandoned His people, even during a season when “the word of the LORD was rare” and spiritual leadership had declined. The approaching morning quietly anticipates God’s renewed revelation through Samuel.

Samuel was lying down

Samuel rested after his duties as a young servant in the sanctuary. Hannah had given him to the Lord, and he had grown up under Eli’s care, learning to minister before God. His readiness to hear and respond stands in contrast to Eli’s failing sight and the corruption of Eli’s sons. God was preparing Samuel to become a faithful prophet, priestly judge, and leader in Israel.

in the temple of the LORD,

“Temple” describes the tabernacle sanctuary at Shiloh, Israel’s central place of worship before Solomon built the temple in Jerusalem. Here the Lord had placed His name among His people, and sacrifices, priestly service, and the worship of Israel were carried out. Samuel’s call came in the place appointed for meeting with God, showing that the Lord was restoring His word from within His own house.

where the ark of God was located.

The ark stood in the Most Holy Place as the earthly sign of the Lord’s covenant presence and kingship over Israel. It was associated with the covenant tablets and recalled God’s law, provision, and appointed priesthood. Samuel did not receive a vague religious impression; the Lord spoke personally and authoritatively near the symbol of His covenant with Israel. God’s presence with His people would ultimately be made known fully in Jesus Christ, who came to dwell among them and reveal the Father.

Then the LORD called to Samuel,

The LORD broke a season of rare revelation in Israel by summoning the boy who ministered before Him at Shiloh. Samuel’s call began his public prophetic ministry and showed that God had not abandoned His people despite Eli’s failing household. As with Moses and Isaiah, God chose and commissioned a servant according to His sovereign purpose. Samuel would soon receive the word of judgment against Eli’s house and later guide Israel through the transition from the judges to the monarchy.

and he answered, “Here I am.”

Samuel responded promptly, though he initially believed Eli had called him. His willingness to rise and serve reflected the faithful disposition God had cultivated in him through years of ministry at the sanctuary. Samuel’s readiness anticipated the obedience required of a prophet: hearing God’s word, receiving it faithfully, and speaking it without alteration.

He ran to Eli

Samuel responded at once, honoring Eli as his guardian, priest, and instructor in the service of the tabernacle. His urgency revealed a willing heart trained to serve rather than delay.

Samuel’s readiness echoed the obedient availability later seen in God’s servants such as Abraham and Moses. Samuel did not yet recognize the Lord’s voice, so he naturally believed that Eli had summoned him.

“I did not call,” Eli replied.

Eli did not immediately understand that the Lord was speaking to Samuel. His initial failure to discern the call stands against the spiritual decline in his household, yet God would use Eli to guide Samuel toward recognizing the divine voice.

Eli gave Samuel a practical instruction, assuming that the boy had been mistaken. The nighttime setting prepared the way for a revelation that would mark the beginning of Samuel’s public prophetic ministry.

So he went and lay down.

Samuel humbly obeyed Eli’s direction without argument or complaint. His quiet submission showed the character of one prepared to hear the Lord and carry His word to Israel.

Once again the LORD called, “Samuel!”

The LORD persistently summoned Samuel in a time when “the word of the LORD was rare” in Israel. God’s personal call marked Samuel for prophetic service and showed that the LORD was raising a faithful servant while Eli’s house stood under judgment.

So Samuel got up, went to Eli, and said, “Here I am, for you have called me.”

Samuel faithfully responded according to what he understood. As Eli’s attendant, he honored the aged priest and was ready to serve him even in the night. His obedience prepared him to recognize the higher call of God.

Eli’s affectionate address reveals the close relationship formed through Samuel’s years of service in the sanctuary. Although Eli did not yet discern the LORD’s voice, God would use him to guide Samuel toward understanding the divine summons.

Samuel returned to his place near the ark of God, where the LORD would continue to reveal Himself. The quiet waiting of the night became the setting for the beginning of Samuel’s public calling as a prophet.

Now Samuel did not yet know the LORD,

Samuel faithfully served at Shiloh under Eli’s care, yet he had not personally received God’s revealed call. Religious proximity and faithful duties did not replace the Lord’s direct work in his life. God was preparing Samuel to become the prophet through whom He would guide Israel during a decisive transition in its history.

The Lord had not yet spoken to Samuel through a prophetic vision or direct message. In a time when divine revelation was rare, God would soon make Samuel His chosen spokesman, restoring the prophetic word to Israel and calling the nation back to covenant faithfulness.

Once again, for the third time, the LORD called to Samuel.

The repeated call shows the LORD’s patient purpose in drawing Samuel into prophetic service. In a time when the word of the LORD was rare in Israel, God began to speak clearly through the young servant who would guide the nation through the transition from the period of the judges to the monarchy. The third call brings the moment to completion and prepares Samuel to recognize the voice of God.

He got up, went to Eli, and said, “Here I am, for you have called me.”

Samuel’s readiness reflects faithful service to Eli and a heart already trained to respond when summoned. Though Samuel does not yet know the LORD personally in prophetic revelation, his obedience places him where he can receive God’s word. His response anticipates the willing availability later displayed by servants such as Abraham, Moses, and Isaiah.

Then Eli realized that it was the LORD who was calling the boy.

Eli’s discernment reveals that the LORD is raising Samuel as the next spiritual leader of Israel. Though Eli had failed to restrain his sons and his household stood under judgment, he rightly directs Samuel toward obedience to God. Samuel’s youth emphasizes that the LORD is not limited by age, status, or human expectations when choosing a servant for His work.

“Go and lie down,”

Eli sent Samuel back to the place of rest where he had been serving in the tabernacle. Samuel did not need to manufacture an encounter with God; he was to return quietly and wait upon the Lord. God often prepares His servants through faithful obedience in ordinary duties before entrusting them with greater responsibility.

he said to Samuel,

Eli had come to understand that the LORD, not an earthly voice, was calling the boy. Though Eli’s own spiritual discernment had been weakened by years of failure in his household, he rightly directed Samuel toward God. His counsel became the turning point at which Samuel learned to recognize the Lord’s call.

“and if He calls you,

God’s calling was sovereign and personal. Samuel was instructed to wait for the Lord to speak again rather than presume upon a revelation. The Lord would initiate the conversation, as He had done with Moses, Isaiah, and other servants chosen for His purposes.

say, ‘Speak, LORD,

Samuel’s answer would acknowledge the God of Israel by His covenant name and receive His authority without resistance. The proper response to God’s word is not argument, delay, or self-direction, but reverent attention.

Samuel was to stand before the Lord as a servant ready to obey. Listening involved receiving God’s message with a heart prepared to act upon it. That posture would characterize Samuel’s prophetic ministry as he later delivered God’s word faithfully to Israel.

So Samuel went and lay down in his place.

Samuel obeyed Eli immediately and returned to his appointed place. His willingness to follow instruction in a small matter prepared him for the weighty revelation that would soon concern Eli’s house and the future of Israel.

Then the LORD came and stood there,

The LORD made His presence known to Samuel in a direct and personal manner. Earlier manifestations of God’s presence included the burning bush before Moses and the pillar of cloud and fire that led Israel in the wilderness. The appearance at Shiloh confirmed the weight of the revelation Samuel was about to receive. In a time when “the word of the LORD was rare” and priestly leadership had become corrupt, God raised Samuel as His faithful prophet.

calling as before, “Samuel! Samuel!”

The repeated call conveyed both personal knowledge and divine urgency. God had called Moses in a similar manner from the burning bush, and later called other servants for particular tasks in His redemptive purposes. Samuel was not merely receiving an individual spiritual experience; he was being summoned to speak God’s word to Israel during the transition from the period of the judges toward the establishment of the monarchy.

And Samuel answered, “Speak, for Your servant is listening.”

Samuel responded with humility, submission, and readiness to receive whatever the LORD would say. His posture stood in sharp contrast to Eli’s sons, who served at the sanctuary while despising God’s commands. A prophet must first listen faithfully before speaking faithfully. Samuel’s willingness to hear prepared him to deliver a difficult message of judgment against Eli’s house and to become a trusted messenger through whom the LORD would guide Israel.

Then the LORD said to Samuel,

The Lord entrusted Samuel with the first prophetic message of his ministry after revealing Himself to the boy at Shiloh. In days when visions were rare, God raised Samuel to speak His word faithfully to Israel. The message began with judgment against Eli’s household, showing that priestly position could not shield persistent sin from God’s holiness.

“I am about to do something in Israel

The coming judgment would reach beyond Eli’s family and affect the nation gathered around the sanctuary at Shiloh. Hophni and Phinehas had despised the sacrifices, abused their office, and led others into sin, while Eli had failed to restrain them. God’s action would confirm the warning already delivered through the unnamed man of God and would establish Samuel as His prophet.

at which the ears of all who hear it will tingle.

The destruction of Eli’s house and the loss of the ark in battle would bring shock and terror throughout Israel. God’s judgment would demonstrate that He is not manipulated by religious rituals or honored merely by outward service. What Israel heard would call the nation to recognize the seriousness of sin and the certainty of God’s word.

On that day

God had appointed a definite time for judgment upon Eli’s household. The warning given through the man of God would not remain unfulfilled.

I will carry out

The Lord Himself would bring His declared judgment to pass. His word governs events, and no human position or religious office can prevent His righteous purposes.

against Eli

Eli bore responsibility as Israel’s priest and judge. Though he knew the evil of Hophni and Phinehas, he did not restrain them with the firmness their sin required.

everything I have spoken

God’s message included the removal of Eli’s priestly line and the death of his sons on the same day (1 Samuel 2:27–36). Hophni and Phinehas died in Israel’s defeat by the Philistines, and Eli died when he received the news (1 Samuel 4:11–18).

about his house,

The judgment extended beyond Eli personally to his descendants and their claim to the high priesthood. Solomon later removed Abiathar, a descendant of Eli, and established Zadok’s line in the priesthood (1 Kings 2:27, 35).

from beginning to end.

God would fulfill every part of His warning completely. His patience had allowed time for repentance, but persistent corruption in sacred leadership brought certain judgment.

I told him that I would judge his house forever

God had already warned Eli through an unnamed man of God that his family would lose the honor and privileges of the priesthood because they honored themselves above the Lord (1 Samuel 2:27–36). The judgment reached beyond Eli personally to his household and priestly line. It was carried forward in the deaths of Hophni and Phinehas, the slaughter of the priests at Nob, and the removal of Abiathar from the priesthood under Solomon (1 Samuel 4:11; 22:18–19; 1 Kings 2:26–27). God’s holiness required accountability from those entrusted with leading His people in worship.

for the iniquity of which he knows,

Eli was not ignorant of his sons’ conduct. Reports of their abuses were widespread, and he confronted them with words, yet he did not take the decisive action required of Israel’s high priest and their father (1 Samuel 2:22–25). Knowledge of sin brings responsibility, especially for those entrusted with spiritual authority. Eli’s failure allowed corruption at the sanctuary to continue unchecked.

because his sons blasphemed God

Hophni and Phinehas treated the Lord’s sacrifices with contempt, seized portions that belonged to God, and committed sexual immorality at the entrance of the tent of meeting (1 Samuel 2:12–17, 22). Their conduct profaned holy service and led others to despise the offering of the Lord. Their sin was not merely private failure; it publicly dishonored God before Israel.

and he did not restrain them.

Eli did not remove his sons from office, discipline them with the authority God had given him, or protect the worship of God from their defilement. His weak response made him answerable for permitting their rebellion to continue. The judgment upon Eli’s house reveals that God requires faithful stewardship from parents, priests, and all who bear responsibility for the spiritual welfare of others.

Therefore I have sworn to the house of Eli,

The LORD binds His judgment with an oath, declaring that the sentence against Eli’s priestly family is settled. Eli’s sons, Hophni and Phinehas, treated the sacrifices of God with contempt, exploited worshipers, and used their sacred office for evil (1 Samuel 2:12–17, 22). Eli failed to restrain them with the authority God had given him. Because the priesthood was entrusted with leading Israel in holiness, their corruption brought severe judgment upon their household and upon the nation.

‘The iniquity of Eli’s house shall never be atoned for

The sins of Eli’s house had become entrenched rebellion rather than isolated failure. God had warned Eli through an unnamed man of God and had given evidence of His displeasure, yet the family did not turn from its course (1 Samuel 2:27–36). The judgment would not be removed through the ordinary means appointed under the Law. God’s holiness cannot be manipulated by religious activity when those serving Him persistently despise His word.

by sacrifice or offering.’”

Sacrifices and offerings were God’s provision for cleansing repentant sinners and maintaining covenant fellowship, but they could not excuse deliberate, unrepentant contempt for God. The coming deaths of Hophni and Phinehas on the same day would confirm the certainty of God’s word (1 Samuel 4:11). The failure of Israel’s sacrificial system to remove such guilt also exposes the need for the perfect sacrifice of Christ, whose offering fully cleanses those who come to God through Him in faith (Hebrews 10:10–14).

Samuel Shares the Vision

Samuel lay down until the morning;

Having received the Lord’s call and the solemn judgment against Eli’s house, Samuel remained where he was until daybreak. His quiet obedience showed reverence for God’s word and restraint in handling a message that did not yet belong to him to announce publicly.

then he opened the doors of the house of the LORD.

At Shiloh, Samuel resumed the ordinary duties entrusted to him in the sanctuary. The young servant who opened the doors for Israel’s worship had also been entrusted with the word of the Lord, marking the beginning of his public calling as God’s prophet.

He was afraid to tell Eli the vision,

The message concerned judgment upon Eli’s family because Eli had not restrained the wickedness of his sons. Samuel feared bringing such grievous news to the aged priest who had raised and instructed him, yet he would soon learn that faithfulness to God requires speaking His truth even when it brings sorrow.

but Eli called to him

After Samuel hesitated to report the troubling vision, Eli summoned him and pressed him to reveal the Lord’s message. Though Eli had failed to restrain his own sons, he recognized that God was now speaking through Samuel and sought to hear the divine warning.

Gen 3:9 But the LORD God called out to the man, “Where are you?”

and said, “Samuel, my son.”

Eli addressed Samuel with the affection and responsibility of a spiritual father. Samuel had served in the sanctuary from childhood under Eli’s care, and the aged priest’s words reveal the close bond formed through years of instruction and service before the Lord.

“Here I am,” answered Samuel.

Samuel responded with the same readiness he had shown during the night, even though he feared to disclose what God had said. His humble availability before Eli prepared him to become the faithful prophet through whom the Lord would guide Israel.

“What was the message He gave you?” Eli asked.

Having recognized that the Lord was calling Samuel, Eli understood that the boy had received divine revelation. Eli’s question reveals that he expected the message to concern matters of great importance, especially in light of the warning already spoken against his household because of Hophni and Phinehas. God was beginning to make Samuel known as the one through whom He would speak to Israel.

“Do not hide it from me.

Eli required Samuel to report the revelation fully. Samuel’s first prophetic duty involved declaring God’s judgment to the very priest who had instructed him in the Lord’s service. Faithful servants of God must not conceal His word because its message is painful or costly.

Eli bound Samuel with a solemn oath, placing him under obligation to tell the whole message. Although Eli knew the judgment might concern his own family, he demanded to hear God’s verdict. The severity of the oath shows the sacred responsibility attached to receiving and delivering God’s revelation. Samuel would soon learn that the Lord’s word must be spoken without alteration, even when it announces judgment upon those in authority.

So Samuel told him everything and did not hide a thing from him.

Samuel faithfully reported the judgment God had pronounced against Eli’s household because of the persistent wickedness of Eli’s sons and Eli’s failure to restrain them. Though the message was painful to deliver, Samuel neither softened God’s warning nor withheld any part of it. His obedience established the pattern of a true prophet: he spoke God’s word honestly, regardless of personal cost or the hearer’s response. Samuel’s integrity would soon be recognized throughout Israel as the Lord confirmed him as a trustworthy prophet.

“He is the LORD,” replied Eli.

Eli acknowledged that the God who had spoken was the covenant Lord, righteous in all His judgments. The coming discipline upon Eli’s house was not random misfortune but the sentence of the holy God who had been dishonored by sin. Eli could not overturn the judgment, and he recognized that the Lord alone possessed the authority to give life, remove privilege, and judge His servants.

“Let Him do what is good in His eyes.”

Eli submitted to the Lord’s right to act according to His perfect wisdom and justice. His response resembles Job’s confession that the Lord gives and takes away, yet it also stands against Eli’s earlier failure to deal decisively with sin in his own house. God’s judgment would eventually fall as He had declared, but Samuel’s faithful obedience marked the beginning of a new season in which God’s word would again be clearly heard in Israel.

And Samuel grew,

Samuel matured in body, wisdom, and spiritual discernment while serving before the LORD at Shiloh. Raised under Eli’s oversight in the sanctuary, he learned reverence for God’s worship and obedience to God’s voice during a dark period in Israel’s history. His development anticipates Jesus, who “grew in wisdom and stature, and in favor with God and man” (Luke 2:52). God was preparing Samuel to bear His word to a nation that had largely neglected it.

and the LORD was with him,

God’s abiding presence marked Samuel as His chosen servant. As the LORD had been with Moses, Joshua, and other leaders raised up for Israel’s need, He guided Samuel and established him for the work ahead. Samuel’s authority did not rest on family position, priestly inheritance, or human ambition, but on the LORD’s favor and calling.

and He let none of Samuel’s words fall to the ground.

The LORD confirmed Samuel’s prophetic ministry by bringing to pass the messages He gave him. Israel came to recognize that Samuel spoke God’s reliable word, including the hard judgments announced against Eli’s house. His faithful proclamation established him as a true prophet according to the standard God gave in Deuteronomy 18:18–22. Samuel’s ministry points forward to Jesus Christ, the perfect revelation of God and the Word made flesh, whose every word will be fulfilled.

Israel’s northern and southern boundaries are named to show that Samuel’s ministry had become known throughout the land. From the region near the Jordan’s sources to the Negev wilderness, the tribes recognized that God had raised up a faithful servant. In a time marked by tribal instability and spiritual decline, the Lord was giving His people a clear and unifying witness to His word.

knew that Samuel was confirmed

Samuel’s calling was publicly vindicated by the reliability of the words God gave him. The Lord allowed none of Samuel’s words to fail (1 Samuel 3:19), demonstrating that he spoke with divine authority rather than personal ambition. Israel’s recognition of Samuel prepared the nation to receive his leadership during coming wars, national repentance, and the transition to the monarchy.

as a prophet of the LORD.

Samuel served as the Lord’s spokesman when revelation had become rare and Eli’s house stood under judgment. Through Samuel, God restored His word at Shiloh and called Israel back to covenant faithfulness. His ministry established a pattern for the prophets who would later confront kings, instruct the nation, and point forward to the greater Prophet promised by God, Jesus Christ.

And the LORD continued to appear at Shiloh,

Shiloh had been Israel’s central place of worship since the Tabernacle and Ark of the Covenant were established there in the days of Joshua. Though Eli’s household had dishonored the priesthood and the nation had suffered spiritual decline, the LORD had not abandoned His covenant people. God’s continued revelation at Shiloh showed that His presence was not dependent on human faithfulness, yet His holiness would bring judgment upon corrupt leadership.

because there He revealed Himself to Samuel

Samuel’s calling marked the restoration of prophetic guidance in Israel after a time when “the word of the LORD was rare” (1 Samuel 3:1). God raised Samuel within the sanctuary at Shiloh to speak His will faithfully to the nation. Samuel would guide Israel through the end of the period of the judges, anoint Saul and David, and call the people back to covenant obedience.

The LORD made Himself known through direct, authoritative revelation, establishing Samuel as His prophet. God’s word exposed sin, announced judgment, gave direction, and preserved hope for Israel. The Lord still makes Himself known through His revealed word, which finds its fullest fulfillment in Jesus Christ, the eternal Word who became flesh..
