The LORD said, "I have indeed seen the misery of My people in Egypt. I have heard them crying out because of their oppressors, and I am aware of their sufferings.

The Angel of the LORD proceeded: "Behold, you have conceived and will bear a son. And you shall name him Ishmael, for the LORD has heard your cry of affliction.
Then God heard the voice of the boy, and the angel of God called to Hagar from heaven, "What is wrong, Hagar? Do not be afraid, for God has heard the voice of the boy where he lies.
And Leah conceived and gave birth to a son, and she named him Reuben, for she said, "The LORD has seen my affliction. Surely my husband will love me now."
Look up,' He said, 'and see that all the males that are mating with the flock are streaked, spotted, or speckled; for I have seen all that Laban has done to you.
If the God of my father, the God of Abraham and the One Feared by Isaac, had not been with me, surely by now you would have sent me away empty-handed. But God has seen my affliction and the toil of my hands, and last night He rendered judgment."
So the Egyptians appointed taskmasters over the Israelites to oppress them with forced labor. As a result, they built Pithom and Rameses as store cities for Pharaoh.
After a long time, the king of Egypt died. The Israelites groaned and cried out under their burden of slavery, and their cry for deliverance from bondage ascended to God.
God saw the Israelites and took notice.
That same day Pharaoh commanded the taskmasters of the people and their foremen:
So the taskmasters and foremen of the people went out and said to them, "This is what Pharaoh says: 'I am no longer giving you straw.
Now if indeed I have found favor in Your sight, please let me know Your ways, that I may know You and find favor in Your sight. Remember that this nation is Your people."
and when we cried out to the LORD, He heard our voice, sent an angel, and brought us out of Egypt. Now look, we are in Kadesh, a city on the edge of your territory.
1 Samuel 9:16
"At this time tomorrow I will send you a man from the land of Benjamin, and you are to anoint him leader over My people Israel; he will deliver them from the hand of the Philistines. For I have looked upon My people, because their cry has come to Me."

Nevertheless He heard their cry; He took note of their distress.
In all their distress, He too was afflicted, and the Angel of His Presence saved them. In His love and compassion He redeemed them; He lifted them up and carried them all the days of old.
