Isaiah 45
Berean Study Bible

God Calls Cyrus

This is what the LORD says to Cyrus His anointed,

God called Cyrus by name more than a century before Cyrus rose to power (Isaiah 44:28). Though a Persian king who did not belong to Israel, Cyrus was appointed for a holy purpose: to overthrow Babylon and permit the Jewish exiles to return and rebuild the temple (Ezra 1:1–4). His title, “anointed,” shows that the Lord governs rulers and nations for the sake of His covenant purposes. Cyrus foreshadows Christ only in a limited sense, for Jesus is the final and sinless Anointed One who delivers His people from a far greater bondage.

whose right hand I have grasped

The Lord’s grasp of Cyrus’s right hand portrays personal direction, strength, and authority given by God. Cyrus’s victories were not ultimately the product of military skill or Persian ambition; the God of Israel was guiding his course. Kings may make plans and command armies, but the Lord directs history according to His will.

to subdue nations before him,

Cyrus established the Medo-Persian Empire through a series of decisive conquests, including the defeat of Babylon in 539 B.C. Babylon had carried Judah into exile, yet Babylon itself fell at the appointed time. The Lord used Cyrus to humble nations and to make possible the restoration of His people to their land.

to disarm kings,

God stripped opposing rulers of their strength, security, and ability to resist. The fall of Babylon demonstrated that fortified cities, royal power, and human confidence cannot stand when God has determined judgment. No earthly throne is beyond His authority.

to open the doors before him,

The Lord prepared access for Cyrus into lands and cities that seemed secure. Babylon’s capture came with remarkable speed and limited resistance, confirming that God had removed barriers before the Persian king. The One who opens the way for Cyrus also preserves His redemptive purposes when His people appear powerless.

so that the gates will not be shut:

No human defense could close what God had opened for Cyrus. His advance served the Lord’s purpose of ending Judah’s exile and restoring worship in Jerusalem. God’s sovereign opening of the way anticipates the greater deliverance accomplished by Christ, who alone opens access to God for all who come to Him in faith.

The Lord Himself would direct Cyrus’s campaigns and prepare the way for the overthrow of Babylon. Cyrus did not know the God of Israel when he received this promise, yet God had appointed him to serve His purpose of restoring His people from exile (Isaiah 45:4–5; Ezra 1:1–4).

Ancient gates of bronze represented a city’s strength and security, but Babylon’s defenses were powerless before the God who rules kingdoms. The fall of Babylon demonstrated that no nation can preserve itself when the Lord has decreed its judgment.

The strongest human restraints cannot withstand God’s saving purpose. God’s deliverance of Israel through Cyrus anticipates His greater deliverance through Christ, who frees captives from the bondage of sin and death (Luke 4:18; Psalm 107:16).

God promised Cyrus the wealth stored in Babylon’s guarded vaults and concealed chambers. Babylon’s fall in 539 BC placed its riches in the hands of the Persian conqueror, confirming that kingdoms and their wealth remain under the Lord’s authority. God also brings to light what human power cannot discover, including wisdom and purposes hidden from those who do not know Him.

and the riches hidden in secret places,

Ancient rulers commonly concealed gold, silver, and valuables within fortified cities to protect them during invasion. Babylon’s immense resources would become part of Cyrus’s victory, not merely through military strength, but by God’s prior decree. The Lord’s provision often lies beyond human sight until He opens the way.

the God of Israel,

The Lord identified Himself with His covenant people even while they lived under Babylonian captivity. Israel’s exile had not canceled God’s promises to Abraham, Isaac, Jacob, David, or the nation. Babylon’s judgment and Persia’s rise both served His plan to preserve His people and restore them to their land.

Cyrus is called God’s anointed in Isaiah 45:1, an extraordinary designation for a Gentile ruler. Though not an Israelite king, he became God’s instrument for defeating Babylon and authorizing the rebuilding of the temple in Jerusalem, as recorded in Ezra 1:1–4.

Cyrus did not worship the God of Israel as his covenant Lord, yet God used him to accomplish His will. God’s sovereignty is not limited by human faith or awareness; He can employ rulers who do not know Him while remaining faithful to His people and His promises.

God’s uniqueness exposes the emptiness of idolatry and demands exclusive worship. The universal acknowledgment of His lordship anticipates the day when every knee will bow and every tongue confess that Jesus Christ is Lord.

I form the light and create the darkness;

The Lord alone made and governs the ordered world, leaving no realm beyond His authority. Spoken in the context of Cyrus’s rise, these words deny that light and darkness belong to competing divine powers. The Creator who separated light from darkness at the beginning of creation rules both what humanity welcomes and what it fears. Darkness may describe physical night, obscurity, distress, or judgment, yet none of these escape God’s sovereign hand.

Psa 104:20 You bring darkness, and it becomes night…

I bring prosperity and create calamity.

The Lord gives peace and well-being, and He also ordains seasons of disaster, discipline, and national upheaval. Calamity does not mean that God creates moral evil or acts wickedly; it declares that He governs judgment as truly as blessing. Babylon’s coming downfall and Cyrus’s victories would not arise from chance or human strength. God used historical events, including war and political change, to judge evil, humble idols, and restore His people.

Amo 3:6 If a ram’s horn sounds in a city, do the people not tremble?…

I, the LORD, do all these things.

YHWH, Israel’s covenant God, stands above every ruler, nation, and supposed god. His purposes encompass creation and history, mercy and judgment, rescue and discipline. The same sovereign Lord who raised Cyrus to free Judah ultimately directs all things toward the fulfillment of His redemptive plan. His rule calls His people to trust Him when prosperity comes and when calamity darkens their path.

Drip down, O heavens, from above,

The Lord calls for blessing to descend from heaven as rain descends upon a dry land. Rain in Israel’s covenant life testified to God’s provision and favor (Deuteronomy 28:12). The image reaches beyond agricultural abundance to God’s intervention for His people, anticipating the saving work that comes from Him alone.

Deu 32:2 Let my teaching fall like rain and my speech settle like dew…
Hos 6:3 So let us know—let us press on to know the LORD.…

and let the skies pour down righteousness.

God’s righteousness brings justice, faithfulness, and the restoration of what sin has ruined. The prophets repeatedly portray righteousness as a life-giving stream that renews both worship and public life (Amos 5:24). God revealed this righteousness fully in Jesus Christ, through whom sinners are made right with God by faith (Romans 3:21–22).

Hos 10:12 Sow for yourselves righteousness and reap the fruit…
Psa 85:11 Faithfulness sprouts from the earth…

Let the earth open up

The earth receives what heaven gives, as cultivated ground receives rain. Israel’s land stood under God’s covenant care, and its fruitfulness reflected His blessing (Leviticus 26:4). The command also pictures the readiness God requires of His people to receive His saving rule.

Psa 65:9-10 You attend to the earth and water it; with abundance…
Gen 1:11-12 Then God said, “Let the earth bring forth vegetation:…

that salvation may sprout

Salvation is portrayed as life emerging from the ground after rain. The Lord’s promised deliverance for Israel included release from exile, yet it also pointed forward to the greater salvation brought by the Messiah. From David’s line, the righteous Branch would arise to establish God’s kingdom (Isaiah 11:1).

Isa 11:1 Then a shoot will spring up from the stump of Jesse…
Jer 23:5 Behold, the days are coming, declares the LORD,…

and righteousness spring up with it;

Salvation and righteousness grow together because God does not merely rescue His people from danger; He renews them for holy and just living. The peace produced by righteousness belongs to the future kingdom God promised (Isaiah 32:17).

Isa 61:11 For as the earth brings forth its growth, …
Jas 3:18 Peacemakers who sow in peace reap the fruit…

I, the LORD, have created it.

The Lord alone brings salvation and righteousness into being. He who created the heavens and the earth also accomplishes His purpose in history, including Israel’s restoration and the coming new creation (Isaiah 65:17).

Woe to him who quarrels with his Maker—

God announced His purpose to raise Cyrus, a Persian ruler, to overthrow Babylon and permit the Jewish exiles to return home. Anyone who disputed God’s choice was resisting the Creator’s wise rule. Job learned that human knowledge cannot sit in judgment over the God who formed the world and governs its history.

one clay pot among many.

Humanity is dependent, fragile, and accountable before God. The potter-and-clay image recalls Jeremiah’s visit to the potter’s house, where God declared His right to shape nations according to their response to Him. No individual stands above God’s purposes or possesses the authority to revise His plans.

Rom 9:21 Does not the potter have the right to make…
Jer 18:4 But the vessel that he was shaping from the clay…
2Co 4:7 Now we have this treasure in jars of clay…

Does the clay ask the potter, ‘What are you making?’

The question exposes the folly of demanding that God justify every detail of His work. God’s purposes may exceed human understanding, yet His character remains righteous, faithful, and wise. Paul draws on the same image when teaching that the Creator has authority over His creation.

Jer 18:6 O house of Israel, declares the LORD, can I not treat you……
Isa 64:8 But now, O LORD, You are our Father; we are the clay,…
Job 10:8-9 Your hands shaped me and altogether formed me.…

Does your work say, ‘He has no hands’?

Created things testify to the skill and power of their Maker. To deny God’s ability to accomplish His will is to ignore His works in creation, providence, judgment, and redemption. The Lord who formed the heavens and earth also had power to deliver His people through Cyrus and fulfill every promise He had made.

Psa 119:73 Your hands have made me and fashioned me;…
Psa 95:5-7 The sea is His, for He made it, and His hands formed…
Psa 139:13-16 For You formed my inmost being; You knit me together…

Woe to him who says to his father,

God condemns the creature who disputes the work of his Maker. As a child has no right to accuse the parents through whom he received life, no human being has standing to challenge God’s wisdom, purposes, or governance of history. Isaiah 45 addresses those who might question God’s choice of Cyrus, a Persian king, as His instrument to restore Israel.

Pro 30:17 As for the eye that mocks a father and scorns obedience…
Exo 21:17 Anyone who curses his father or mother…
Deu 21:18-21 If a man has a stubborn and rebellious son…

‘What have you begotten?’

Such a question pictures a child rebuking his father for bringing him into existence. Israel was tempted to judge God’s plans by present hardship rather than by His covenant faithfulness. The Lord’s purposes extend beyond what His people can presently see, and His right to direct nations and individuals rests on His authority as Creator.

Psa 139:13-16 For You formed my inmost being; You knit me together…
Job 10:8-12 Your hands shaped me and altogether formed me.…
Rom 9:20-21 But who are you, O man, to talk back to God?…

or to his mother,

The image broadens the rebuke through the honor owed to both father and mother. God established parental authority and commanded children to honor their parents. Rebellion against rightful human authority illustrates the greater folly of resisting the holy God who formed humanity and sustains every life.

Pro 30:11 There is a generation of those who curse their fathers…
Lev 20:9 If anyone curses his father or mother, he must be put to…
Deu 27:16 Cursed is he who dishonors his father or mother…

‘What have you brought forth?’”

Questioning God’s work treats His creation and providence as though they were defective. Job learned that God alone comprehends the foundations of the earth and the ordering of all things. Faith does not require full knowledge of God’s purposes; it rests in the certainty that the Creator is righteous, wise, and faithful to accomplish His saving plan.

Thus says the LORD, the Holy One of Israel, and its Maker:

The covenant God of Israel speaks with the authority of the One who formed the nation and governs all creation. Israel belongs to Him by covenant and by creation. His holiness sets Him apart from every idol and every human ruler, while His work as Maker confirms His power to bring His purposes to completion.

Israel remains God’s chosen people, even in disobedience and exile. He calls them His sons because He redeemed them from Egypt and bound them to Himself in covenant. Those who resist His purposes are warned against judging His care for His people by present hardship.

or instruct Me in the work of My hands?

No creature can command the Creator or correct His plans. God’s work includes both His forming of Israel and His unfolding acts of judgment, deliverance, and restoration. The Lord’s people are called to trust His wisdom, knowing that the hands which formed them are also able to save and sustain them.

Isa 64:8 But now, O LORD, You are our Father; we are the clay,…
Jer 18:6 O house of Israel, declares the LORD, can I not treat you……
Rom 9:20-21 But who are you, O man, to talk back to God?…

It is I who made the earth and created man upon it.

God alone brought the world and humanity into being, as Genesis 1–2 records. Humanity bears God’s image and therefore lives under His authority, with responsibility to reflect His rule within creation. Israel’s God stands apart from the competing gods and cosmic myths of the nations; the earth, its peoples, and history belong to Him.

Gen 1:1 In the beginning God created the heavens and the earth.
Gen 1:26-27 Then God said, “Let Us make man in Our image,…
Act 17:24-26 The God who made the world and everything in it…

It was My hands that stretched out the heavens,

The immeasurable heavens display the power and wisdom of the One who made them. Isaiah repeatedly directs attention from human rulers and idols to the Creator who sustains the ordered universe. The God who governs the skies also governs the rise of Cyrus and the deliverance of His people.

Isa 48:13 Surely My own hand founded the earth…
Jer 10:12 The LORD made the earth by His power;…
Psa 102:25 In the beginning You laid the foundations of the earth…

and I ordained all their host.

Every star, planet, and heavenly power exists by God’s command. The celestial bodies worshiped by surrounding nations are not divine; they are servants within the order God established. All creation remains subject to its Maker, anticipating the fullness of Christ’s reign, through whom all things were created and hold together.

Cyrus authorized the Jewish people to return and rebuild Jerusalem after the exile, as recorded in Ezra 1:1–4. The restoration of the city preserved the people through whom God would fulfill His covenant promises and ultimately bring forth the Messiah.

Isa 60:14 The sons of your oppressors will come and bow down to you;…
Isa 49:23 Kings will be your foster fathers, and their queens…
Psa 18:44 When they hear me, they obey me; foreigners cower before me.

they will come over in chains and bow down to you.

Chains and bowing portray submission after defeat. The honor shown to Israel is not worship of Israel, but recognition that God has chosen Zion as the place where His presence and salvation are revealed.

Psa 149:8 to bind their kings with chains……
Isa 49:7 Thus says the LORD, the Redeemer and Holy One of Israel,…
Psa 72:11 May all kings bow down to him and all nations serve him.

They will confess to you: ‘God is indeed with you,

The nations would see evidence of God’s presence among His people. Like Joseph before the Egyptians, Israel’s standing would testify that the Lord alone gives wisdom, protection, and blessing.

Gen 26:28 “We can plainly see that the LORD has been with you,”…
Gen 21:22 At that time Abimelech and Phicol said to Abraham,…
2Ch 15:9 And he assembled all Judah and Benjamin, …

and there is no other; there is no other God.’”

The final confession reaches the central truth of Isaiah: the God of Israel is the only true God. The promised submission of the nations anticipates the day when every knee bows before the Lord and every tongue acknowledges His sovereign rule.

Deu 4:35 You were shown these things so that you would know…
Deu 4:39 Know therefore this day and take to heart…
Deu 32:39 See now that I am He; there is no God besides Me…

Truly You are a God who hides Himself,

God’s purposes during Israel’s exile often appeared concealed, especially as He raised Cyrus, a Persian king, to overthrow Babylon and permit the Jewish return. The Lord was not absent from His people; He was accomplishing deliverance through means Israel could not have anticipated. His hiddenness reflects the limits of human understanding, while His revealed word gives sure evidence that He remains faithful and active.

Isa 8:17 I will wait for the LORD, who is hiding His face…
Psa 13:1 For the choirmaster. A Psalm of David. How long, O LORD?…
Job 23:8-9 If I go east, He is not there, and if I go west…

O God of Israel,

The covenant God who called Abraham, redeemed Israel from Egypt, and gave His promises through David had not abandoned His people in judgment. Exile disciplined Israel for idolatry, but it did not cancel God’s election or His promises. The restoration from Babylon would demonstrate that the God of Israel alone directs kings, nations, and history.

2Ki 19:15 And Hezekiah prayed before the LORD: “O LORD, God of Israel…
1Ch 17:24 Your name will be established and magnified forever…
Psa 41:13 Blessed be the LORD, the God of Israel…

the Savior.

The Lord would save Judah from Babylonian captivity, exposing the helplessness of idols and the emptiness of the nations’ false gods. Yet Israel’s return also anticipated the greater salvation accomplished through Jesus Christ. The Savior who delivered a remnant from exile ultimately delivers sinners from sin and brings His people into everlasting fellowship with God.

Isa 43:3 For I am the LORD your God, the Holy One of Israel,…
Isa 49:26 I will make your oppressors eat their own flesh;…
Isa 43:11 I, yes I, am the LORD, and there is no Savior but Me.

They will all be put to shame and humiliated;

God’s final judgment will expose the emptiness of every rival to His glory. Those who trusted in false gods will discover that the objects of their devotion could neither save nor speak. Psalm 97:7 similarly declares shame upon all who boast in idols, while Jeremiah portrays idol craftsmen as foolish because their work has no breath or power. The day of judgment will reveal the truth before all people: the Lord alone is God, and every false confidence will collapse.

Psa 97:7 All worshipers of images are put to shame…
Isa 42:17 But those who trust in idols and say to molten images,…
Jer 10:14 Every man is senseless and devoid of knowledge;…

the makers of idols

Craftsmen in the ancient world shaped images from wood, stone, silver, and gold for use in homes, shrines, and temples. Yet human hands could only produce lifeless objects, never gods worthy of worship. Isaiah repeatedly contrasts the Creator, who made heaven and earth, with idols made from materials He created (Isaiah 44:9–20). Idol making violated God’s command that Israel worship Him alone and make no carved image for worship (Exodus 20:3–4).

Isa 44:9 All makers of idols are nothing, and the things…
Hab 2:18 What use is an idol, that a craftsman should carve it…
Jer 10:3-5 For the customs of the peoples are worthless;…

will depart together in disgrace.

Idol makers and idol worshipers share the same end because both participate in rejecting the living God. Their public disgrace reverses the honor they sought through religious images, political power, or cultural devotion. Babylon’s eventual fall provided a historical picture of such judgment, as its celebrated gods proved powerless before the Lord (Isaiah 46:1–2). All who place anything above God face the same warning, but those who trust in Him will not be put to shame (Isaiah 45:17).

Isa 44:11 Behold, all his companions will be put to shame,…
Isa 41:11 Behold, all who rage against you will be ashamed…
Jer 10:11 These gods, who have made neither the heavens nor the earth…

But Israel will be saved by the LORD

Yahweh alone delivers His covenant people, proving Himself faithful despite Israel’s sin, exile, and weakness. The immediate setting anticipates deliverance from Babylon through Cyrus, whom God appointed for His purposes. Yet Israel’s restoration from exile did not exhaust the promise, for God’s saving purpose reaches its fullness in the Messiah. Jesus Christ provides the redemption no earthly ruler could secure, delivering His people from sin and bringing them into fellowship with God. Isaiah’s declaration accords with God’s testimony that there is no Savior besides Him (Isaiah 43:11; Hosea 13:4).

Hos 1:7 Yet I will have compassion on the house of Judah,…
Rom 11:26 And so all Israel will be saved, as it is written:…
Zec 9:16 On that day the LORD their God will save them…

with an everlasting salvation;

Israel’s earlier rescues from enemies and exile were real acts of divine mercy, but they did not remove death, sin, or the need for further deliverance. God promises a salvation that endures beyond every changing kingdom and generation. The New Covenant provides this lasting redemption through the blood of Christ, who obtained eternal redemption for all who belong to Him (Jeremiah 31:31–34; Hebrews 9:12). God’s final restoration of Israel will display the permanence of His covenant faithfulness.

Isa 51:6 But My salvation will last forever, and My righteousness……
Isa 51:8 For the moth will devour them like a garment,…
Heb 5:9 And having been made perfect, He became the source…

you will not be put to shame or humiliated,

Exile had exposed Israel to reproach among the nations and revealed the consequences of rebellion against God. The Lord will reverse that disgrace by openly vindicating His people and fulfilling His promises before the world. Those who trust in the Lord will not ultimately be disappointed, a truth Paul applies to all who believe in Christ (Romans 10:11).

Isa 49:23 Kings will be your foster fathers, and their queens…
Isa 50:7 Because the Lord GOD helps Me, I have not been disgraced;…
Rom 9:33 “See, I lay in Zion a stone of stumbling”…

to ages everlasting.

God’s purpose for Israel extends beyond temporary political recovery or national prosperity. His promised future is secure because it rests upon His own character and power. The final removal of shame, sorrow, and suffering belongs to the coming renewal of all things, when God dwells with His redeemed people forever (Revelation 21:1–4).

Psa 103:17 But from everlasting to everlasting the loving devotion…
Psa 145:13 Your kingdom is an everlasting kingdom, and Your dominion…
Jud 1:25 to the only God our Savior be glory, majesty, dominion…

For thus says the LORD, who created the heavens—He is God;

The Maker of the heavens alone possesses divine authority over all peoples, rulers, and events. Isaiah’s proclamation stands against Babylonian idols and every rival claim to deity. The heavens declare the glory of the God who spoke them into being.

Gen 1:1 In the beginning God created the heavens and the earth.
Neh 9:6 You alone are the LORD. You created the heavens,…
Psa 102:25 In the beginning You laid the foundations of the earth…

He formed the earth and fashioned it;

The earth was not the product of chance or conflict among competing gods, but the deliberate work of the LORD. God’s careful ordering of creation displays His wisdom, goodness, and provision for the life He would place within it.

Isa 44:24 Thus says the LORD, your Redeemer who formed you…
Job 38:4 Where were you when I laid the foundations of the earth?…
Jer 10:12 The LORD made the earth by His power;…

He established it;

God gave the earth stability, boundaries, seasons, and order. The One who established creation also directs history, including His raising up of Cyrus to accomplish His purposes for Israel and the nations.

Psa 119:90 Your faithfulness continues through all generations;…
Psa 93:1 The LORD reigns! He is robed in majesty;…
1Ch 16:30 tremble before Him, all the earth. The world…

He did not create it to be empty, but formed it to be inhabited:

The earth was made for human life and stewardship under God’s rule. God filled what He had formed, blessing mankind with the command to be fruitful and multiply. His purpose in creation opposes emptiness, disorder, and idolatry, and it will ultimately be fulfilled in the renewed creation where God dwells with His people.

Act 17:26 From one man He made every nation of men,…
Gen 1:28 God blessed them and said to them, “Be fruitful and multiply…
Psa 115:16 The highest heavens belong to the LORD, but the earth…

“I am the LORD, and there is no other.

The covenant God of Israel is the only true God, distinct from all idols and false gods. His uniqueness calls every nation to forsake idols and acknowledge His rightful rule. The New Testament reveals the fullness of God’s saving purpose in Jesus Christ, before whom every knee will bow and every tongue confess that He is Lord.

Deu 32:39 See now that I am He; there is no God besides Me…
Deu 4:35 You were shown these things so that you would know…
1Ki 8:60 so that all the peoples of the earth may know the LORD…

I have not spoken in secret, from a place in a land of darkness.

The LORD made His purposes known through His acts in history, His covenant with Israel, and the words of His prophets. Unlike idols, whose worship often depended on hidden rituals and human speculation, the God who created the heavens speaks openly and authoritatively. Darkness represents ignorance and spiritual blindness, while God’s revelation gives light for faith and obedience. The revealed things belong to God’s people so that they may follow Him (Deuteronomy 29:29). Jesus Christ fulfills this divine self-disclosure as the Light of the world (John 8:12).

Isa 48:16 Come near to Me and listen to this: From the beginning…
Jhn 18:20 “I have spoken openly to the world,” Jesus answered.…
Job 12:22 He reveals the deep things of darkness…

I did not say to the descendants of Jacob, ‘Seek Me in a wasteland.’

God did not call Israel to pursue an empty hope. He had pledged Himself to Jacob and his descendants, promising His presence, protection, and covenant faithfulness (Genesis 28:13–15). Seeking the LORD is fruitful because He hears those who turn to Him in faith and submission. The invitation also anticipates God’s call for the nations to look to Him and be saved (Isaiah 45:22). Jesus likewise assures His disciples that those who ask, seek, and knock will receive an answer from their Father (Matthew 7:7–8).

Deu 30:11-14 For this commandment I give you today is not too difficult…
Jer 29:13 You will seek Me and find Me when you search for Me…
Psa 63:1 A Psalm of David, when he was in the Wilderness…

I, the LORD, speak the truth; I say what is right.

God’s words are wholly reliable because His character is righteous and unchanging. His judgments expose the emptiness of idols, establish the certainty of His promises, and provide the standard for human conduct. He rules the world with righteousness (Psalm 9:8), and His truth reaches its fullest revelation in Jesus Christ, who is Himself the truth (John 14:6).

Deu 32:4 He is the Rock, His work is perfect; all His ways are just.…
Psa 33:4 For the word of the LORD is upright, and all His work…
Pro 8:8-9 All the words of my mouth are righteous;…

Come, gather together, and draw near, you fugitives from the nations.

God summons the survivors of the nations to leave the false security of their gods and stand before the Lord of all the earth. Babylon’s empire had displaced peoples and carried conquered nations into exile, yet no political power or pagan deity could determine Israel’s future. The gathering anticipates the nations’ acknowledgment that the God who restores Israel also rules them. God’s invitation opens the way for Gentiles to receive His truth and salvation.

Ezk 36:24 For I will take you from among the nations…
Isa 11:12 He will raise a banner for the nations and gather…
Jer 31:8-10 Behold, I will bring them from the land of the north…

Ignorant are those who carry idols of wood

Idolaters bear their gods on their own shoulders, exposing the helplessness of objects made by human hands. Isaiah repeatedly contrasts such idols with the Lord, who carries His people, sustains them through old age, and delivers them from captivity (Isaiah 46:3–4). Wood can be shaped, transported, damaged, and destroyed; it possesses neither life nor power. Trust in an idol blinds people to the Creator who alone made heaven and earth.

Isa 44:18-20 They do not comprehend or discern, for He has shut…
Jer 10:3-5 For the customs of the peoples are worthless;…
Hab 2:18-19 What use is an idol, that a craftsman should carve it…

and pray to a god that cannot save.

Babylon’s gods could not prevent the empire’s downfall or rescue their worshipers from divine judgment. The Lord alone declares the future, fulfills His purposes, and saves those who turn to Him. The call reaches its fullest significance in Christ, through whom salvation is offered to all nations.

Isa 46:7 They lift it to their shoulder and carry it along;…
Jer 11:12 Then the cities of Judah and the residents of Jerusalem…
Jdg 10:14 Go and cry out to the gods you have chosen.…

Speak up and present your case—yes, let them take counsel together.

The LORD summons the nations and their gods into a courtroom setting. Let the makers and worshipers of idols unite their strongest arguments, wisdom, and religious claims. Their combined counsel cannot give life, save from judgment, or direct the course of history. The challenge exposes the emptiness of every rival to the God of Israel.

Isa 41:21-23 “Present your case,” says the LORD. “Submit your arguments…”…
Mic 6:1-2 Hear now what the LORD says: “Arise, plead your case…
Job 38:3 Now brace yourself like a man; I will question you…

Who foretold this long ago?

The LORD alone declared beforehand the rise of Cyrus and the deliverance of His people from Babylon. Events that appeared to be the work of kings and empires unfolded according to God’s purpose announced through His prophets.

Isa 46:10 I declare the end from the beginning, and from ancient times…
Amo 3:7 Surely the Lord GOD does nothing without revealing His plan…
Deu 18:22 When a prophet speaks in the name of the LORD…

Who announced it from ancient times?

God’s purposes did not arise suddenly in response to changing circumstances. From ancient days He had spoken of His covenant, Israel’s discipline, restoration, and the blessing that would reach the nations. His fulfilled word demonstrates that He governs history rather than merely observing it.

Isa 48:3-5 I foretold the former things long ago;…
Isa 41:4 Who has performed this and carried it out,…
Psa 90:2 Before the mountains were born or You brought forth…

Was it not I, the LORD?

Yahweh identifies Himself as the One who has spoken and acted throughout Israel’s history. His covenant name recalls His self-existence, faithfulness, and unchanging commitment to accomplish all He has promised.

Deu 32:39 See now that I am He; there is no God besides Me…
Isa 43:11 I, yes I, am the LORD, and there is no Savior but Me.
Hos 13:4 Yet I am the LORD your God ever since the land of Egypt;…

There is no other God but Me,

The LORD rejects every claim of the nations’ gods to deity. Idols are created things, dependent on the hands that fashion and carry them; the LORD is the Creator, sustainer, and ruler of all things. Israel was called to worship Him alone, a confession summarized in Deuteronomy 6:4.

Isa 44:6 Thus says the LORD, the King and Redeemer of Israel…
1Ki 8:60 so that all the peoples of the earth may know the LORD…
Deu 4:35 You were shown these things so that you would know…

a righteous God and Savior;

God’s salvation never compromises His righteousness. He judges evil faithfully, yet He also provides deliverance for those who turn to Him. His saving purpose reaches its fullest revelation in Jesus Christ, through whom God remains just while justifying those who believe.

Psa 98:2-3 The LORD has proclaimed His salvation…
Isa 61:10 I will rejoice greatly in the LORD, my soul will exult…
Isa 43:3 For I am the LORD your God, the Holy One of Israel,…

there is none but Me.

No idol, ruler, nation, or human strength can take God’s place. The only true refuge from sin, judgment, and death is the LORD Himself, who calls all people to abandon false trusts and receive His salvation.

Neh 9:6 You alone are the LORD. You created the heavens,…
Psa 86:10 For You are great and perform wonders; You alone are God.
1Co 8:4 So about eating food sacrificed to idols:…

Turn to Me and be saved,

God summons sinners to forsake idols, self-reliance, and every false refuge and to look to Him alone for deliverance. Israel had witnessed the emptiness of gods fashioned by human hands, yet the invitation reaches beyond Israel to all who need mercy. Salvation begins with repentance: a wholehearted turning from sin toward the living God. Joel likewise called God’s people to return to Him with all their heart, trusting His gracious and compassionate character (Joel 2:12–13). The New Testament fulfills this call through repentance and faith in Jesus Christ, in whom God has provided salvation (Acts 3:19).

Psa 80:3 Restore us, O God, and cause Your face to shine upon us,…
Isa 55:7 Let the wicked man forsake his way; let him return…
Ezk 18:32 For I take no pleasure in anyone’s death,…

all the ends of the earth;

God’s saving purpose embraces every nation and people. The promise that all families of the earth would be blessed through Abraham’s offspring finds its ultimate fulfillment in Christ (Genesis 12:3; Galatians 3:16). Isaiah repeatedly anticipates the nations coming to the light of the Lord, and the risen Christ sends His disciples to make disciples of all nations (Matthew 28:19). No land, culture, or people lies beyond the reach of God’s call.

Act 13:47 For this is what the Lord has commanded us:…
Isa 49:6 “It is not enough for You to be My Servant,”…
Psa 22:27 All the ends of the earth will remember and turn to the LORD…

for I am God,

The Lord alone possesses the power to create, rule, judge, and save. Surrounded by nations devoted to many gods, Israel was commanded to remember that the God of Abraham, Isaac, and Jacob is not one deity among others. He is the sovereign Creator and Redeemer, wholly unlike the lifeless idols condemned throughout Isaiah 44–46.

Deu 4:35 You were shown these things so that you would know…
Psa 86:10 For You are great and perform wonders; You alone are God.
2Sa 7:22 How great You are, O Lord GOD! For there is none like You…

and there is no other.

Salvation cannot be found in idols, human strength, or rival spiritual powers. The one God has made Himself known and has provided the only sufficient Savior. Jesus Christ fulfills this exclusive claim, declaring that no one comes to the Father except through Him (John 14:6). The apostolic witness likewise proclaims that there is no other name under heaven by which people must be saved (Acts 4:12).

Isa 44:6 Thus says the LORD, the King and Redeemer of Israel…
1Ki 8:60 so that all the peoples of the earth may know the LORD…
Deu 32:39 See now that I am He; there is no God besides Me…

By Myself I have sworn;

God binds His promise to His own name because no authority exists above Him. The oath rests on His sovereign character and guarantees the certainty of His purpose, as Hebrews 6:13–18 later confirms in God’s oath to Abraham.

Gen 22:16 By Myself I have sworn, declares the LORD, …
Amo 6:8 The Lord GOD has sworn by Himself—the LORD, the God of Hosts…
Heb 6:13 When God made His promise to Abraham, since He had no one…

truth has gone out from My mouth,

God’s spoken word is wholly reliable because He is the God of truth. Unlike human rulers, who may fail to fulfill their declarations, the Lord neither lies nor changes His purpose (Numbers 23:19).

Isa 55:11 So My word that proceeds from My mouth will not return to Me…
Pro 8:7 For my mouth will speak the truth, and wickedness…
Psa 89:34 I will not violate My covenant or alter the utterance…

a word that will not be revoked:

God’s decree cannot be recalled, overturned, or rendered ineffective. His word accomplishes all that He intends, including the salvation of His people and the final overthrow of every false god (Isaiah 55:11).

Jer 4:28 Therefore the earth will mourn and the heavens above…
Isa 14:24 The LORD of Hosts has sworn: “Surely, as I have planned,…
1Sa 15:29 Moreover, the Glory of Israel does not lie…

Every knee will bow before Me,

The Lord declares that every person and every nation will ultimately submit before His throne. Paul applies these words to Jesus Christ, affirming that the exalted Son shares the divine authority and will receive universal acknowledgment (Philippians 2:9–11).

Rom 14:11 As surely as I live, says the Lord, every knee will bow……
Php 2:10 that at the name of Jesus every knee should bow,…

every tongue will swear allegiance.

All creation will confess the Lord’s rightful rule. Some will confess Him in worship and salvation; others will acknowledge His justice in judgment. Isaiah’s promise anticipates the day when God’s kingdom is openly established and His glory is recognized throughout heaven and earth (Romans 14:11; Revelation 5:13).

Isa 19:18 In that day five cities in the land of Egypt…
Php 2:11 and every tongue confess that Jesus Christ is Lord,…
Deu 6:13 Fear the LORD your God, serve Him only, and take your oaths…

Surely they will say of Me,

The day will come when the nations acknowledge openly what God has declared throughout Isaiah: He alone is God, Creator, Judge, and Savior. Human resistance cannot overturn His purposes, and His rule will be publicly vindicated before all peoples.

Php 2:10-11 that at the name of Jesus every knee should bow,…
Rom 14:11 As surely as I live, says the Lord, every knee will bow……
Isa 66:23 From one New Moon to another and from one Sabbath…

‘In the LORD alone are righteousness and strength.’”

The LORD possesses perfect righteousness in His judgments and unlimited strength to accomplish His will. No ruler, nation, idol, or human achievement can provide the righteousness sinners need before God. The saving righteousness revealed through the LORD finds its fullest provision in Jesus Christ, who is both the righteous King and the strength of His people.

Psa 71:16 I will come in the strength of the Lord GOD;…
Jer 23:6 In His days Judah will be saved; Israel will dwell securely.…
Psa 28:7 The LORD is my strength and my shield; my heart trusts…

All who rage against Him

Those who oppose the LORD may appear powerful for a time, as pagan empires and rebellious rulers often did in Israel’s history. Yet opposition to God is ultimately opposition to truth, holiness, and the rightful authority of the Creator. Psalm 2 portrays the same futile rebellion of nations against the LORD and His Anointed.

Psa 2:1-2 Why do the nations rage and the peoples plot in vain?…
Rev 11:18 The nations were enraged, and Your wrath has come.…
Act 4:25-26 You spoke by the Holy Spirit through the mouth of Your servant,…

will come to Him

God will summon even His enemies before Him. Some will come in repentance and receive mercy; others will come as subjects before the Judge whose authority they denied. Every knee will bow before Christ, and every tongue will confess His lordship.

Psa 65:2 O You who listen to prayer, all people will come to You.
Psa 86:9 All the nations You have made will come and bow before You…
Psa 22:27 All the ends of the earth will remember and turn to the LORD…

and be put to shame.

The shame of God’s opponents will arise from the exposure of their rebellion and the collapse of every false confidence. Those who trusted idols, power, or pride will see that the LORD alone is righteous and strong.

Isa 41:11 Behold, all who rage against you will be ashamed…
Psa 83:16-17 Cover their faces with shame, that they may seek Your name,…
Psa 35:26 May those who gloat in my distress be ashamed and confounded…

In the LORD

Israel’s righteousness and joy rest in Yahweh alone, the eternal covenant God who has no rival among the idols of the nations. He is the source of salvation, not human merit, political strength, or religious ceremony. The God who called Abraham and redeemed Israel from Egypt remains faithful to His promises.

Jer 17:7 But blessed is the man who trusts in the LORD,…
Psa 20:7 Some trust in chariots and others in horses…
Isa 26:4 Trust in the LORD forever, because GOD the LORD is the Rock…

all descendants of Israel

The promise concerns the covenant people descended from Abraham, Isaac, and Jacob. Though many in Israel would resist the Lord, God preserved a faithful remnant and fulfilled His saving purpose through Israel’s Messiah. In Christ, believing Jews and Gentiles share in Abraham’s promised blessing through faith.

Isa 44:3 For I will pour water on the thirsty land,…
Isa 41:8-9 But you, O Israel, My servant, Jacob, whom I have chosen,…
Psa 105:6 O offspring of His servant Abraham,…

will be justified

God declares His people righteous by His own provision. Israel (“God strives”)’s sacrifices pointed beyond themselves to the atoning work of the Servant, Jesus Christ (“Yahweh saves,” “Anointed One”), who bore sin and provides righteousness for all who trust Him. No sinner is justified by works of the law; righteousness is received from God through faith.

Isa 53:11 After the anguish of His soul, He will see the light of life…
Rom 3:24 and are justified freely by His grace through…
Rom 5:1 Therefore, since we have been justified through faith…

and will exult.

Those whom God justifies rejoice in His saving victory. Their glory is not in themselves but in the Lord who forgives, restores, and keeps His people. The final fulfillment will include the redeemed rejoicing openly in Christ, the Anointed One’s righteous reign.

Isa 61:10 I will rejoice greatly in the LORD, my soul will exult…
Psa 32:11 Be glad in the LORD and rejoice, O righteous ones;…
Hab 3:18 yet I will exult in the LORD; I will rejoice…
