The Army of Locusts

Blow the ram’s horn in Zion;

The shofar summoned the nation at moments of crisis, worship, and warfare. Here it announces that God’s judgment is approaching Jerusalem, or Zion, the spiritual and political center of Israel, and calls the people to awaken to the danger.

sound the alarm on My holy mountain!

Mount Zion, where the temple stood, was the center of Judah’s worship and the visible sign of God’s covenant presence. The alarm from this holy place shows that the warning comes from the Lord Himself.

Let all who dwell in the land tremble,

Judah’s inhabitants are called to fear because divine judgment will reach the land. Their trembling reflects the seriousness of standing before the holy God after persistent sin.

for the Day of the LORD is coming;

The Day of the LORD refers to God’s decisive intervention in judgment. For Judah, it involved a near calamity, while also anticipating the wider day when the Lord will judge evil and establish His rule.

indeed, it is near—

The threat was not distant or theoretical. Joel presses the people to recognize that the time for response had arrived.

a day of darkness and gloom,

The Day of the LORD brings divine judgment upon a rebellious people. The devastation already caused by locusts foreshadows a greater crisis in which the land, its people, and their security are overwhelmed.

a day of clouds and blackness.

The imagery portrays the terror and inescapability of God’s intervention. As the Lord came in cloud at Sinai, His presence here brings judgment rather than comfort to those who have disregarded Him.

Like the dawn overspreading the mountains

The invading force advances with suddenness and certainty, spreading across the land as rapidly as morning light covers the hills. No part of Judah will remain untouched.

a great and strong army appears,

The locust host is described as an army under God’s command, carrying out the destruction He has permitted. Its portrayal also anticipates the kind of foreign invasion that would later come against Judah as divine discipline.

The disaster is presented as unparalleled in its scale and severity. Its purpose is to awaken the nation to the reality of God’s judgment and the urgency of returning to Him.

Before them a fire devours,

The advancing host brings ruin wherever it goes, consuming the land’s crops, trees, and resources. Its approach is compared to fire because nothing can withstand its destructive path.

and behind them a flame scorches.

What remains is burned and barren, showing that the devastation is complete rather than temporary or superficial.

The land before them is like the Garden of Eden,

Judah’s fertile fields and cultivated land stand in sharp contrast to the disaster about to overtake them.

but behind them, it is like a desert wasteland—

The army leaves the country stripped of its abundance, as though a fruitful garden had been turned into wilderness.

The judgment reaches every part of the land, leaving no refuge from the destruction.

Their appearance is like that of horses,

The locust swarm resembles a cavalry force advancing in ordered strength. Horses represented speed, power, and military terror in the ancient world, making the invading swarm appear like an army sent against the land.

and they gallop like swift steeds.

Their movement is rapid, relentless, and impossible to stop by human effort. The image conveys the certainty of God’s judgment as the locusts sweep through the land with the speed and force of charging warhorses.

With a sound like that of chariots

Locust swarms produced a roar like rushing war chariots, a familiar emblem of speed and terror.

they bound over the mountaintops,

Their advance across Judah’s hills appeared unstoppable, like an invading force crossing every barrier.

like the crackling of fire consuming stubble,

Dry vegetation vanished quickly beneath them, with a sound like fire racing through stubble.

like a mighty army deployed for battle.

Though locusts, they moved with the order and force of a disciplined army, carrying out the Lord’s announced judgment.

Nations writhe in horror before them;

The advancing locust-like army brings terror to every land in its path. Its destruction is so complete that surrounding peoples are overcome with anguish, recalling the dread caused by God’s judgments in Egypt. No nation can resist the force God permits to advance.

every face turns pale.

Fear drains strength and courage as people recognize the certainty of devastation. The image portrays helplessness before divine judgment and anticipates the terror that accompanies the day of the LORD.

They charge like mighty men;

Joel portrays the locust host as an irresistible army sent under God’s command. Their advance carries the force, courage, and discipline of seasoned warriors.

they scale the walls like men of war.

No city wall or human defense can stop them. The image emphasizes the completeness of the coming devastation as they overrun every place in their path.

Each one marches in formation,

The host moves with striking order rather than confusion. Every part of the judgment unfolds according to God’s purpose.

Their advance is steady and unavoidable. What God has decreed will be accomplished.

They do not jostle one another;

The advancing force moves with remarkable discipline, each member maintaining position without confusion or collision. Whether described in locust-like imagery or as an invading army, the picture is of an instrument of judgment moving with unified purpose.

each proceeds in his path.

Every warrior advances along his assigned course, showing neither hesitation nor disorder. The invasion unfolds according to God’s appointed purpose, and no part of it falls outside His control.

They burst through the defenses,

City walls, weapons, and military resistance cannot stop the oncoming host. Joel presents the attack as overwhelming, portraying the certainty of judgment against a people who had ignored God’s warnings.

Even while crossing barriers and entering the city, the army remains intact and ordered. Its unbroken formation underscores the irresistible character of the Day of the LORD and the seriousness of the judgment Joel announces.

They storm the city;

The invading army advances with irresistible force, overrunning the places where people expect safety. Joel’s imagery portrays judgment reaching Israel’s towns and defenses, much like the destruction later brought upon Jerusalem by Babylon.

they run along the wall;

City walls, built to protect inhabitants from attack, offer no defense against this army. The attackers move swiftly across the fortifications, showing that human strength and preparation cannot withstand the judgment God has decreed.

they climb into houses,

The invasion reaches beyond public streets and military positions into private homes. No household remains untouched as the army spreads through the city.

entering through windows like thieves.

The soldiers enter suddenly and everywhere, as thieves slip into a house unexpectedly. Their arrival brings terror and loss, leaving no opportunity to escape the devastation.

Before them the earth quakes;

The advancing army brings terror so great that the land itself is pictured as shaking under the weight of the Lord’s judgment.

the heavens tremble.

Earth and sky alike respond to His approach, showing that no realm is beyond His authority.

The sun and moon grow dark,

Normal sources of light are withheld as the Day of the Lord draws near, marking a time of judgment and distress.

and the stars lose their brightness.

The darkened heavens complete the picture of creation disrupted by God’s intervention and the certainty of His coming judgment.

The LORD raises His voice in the presence of His army.

Indeed, His camp is very large,

The countless swarms cover the land like a military encampment, stripping fields, trees, and food supplies. Their size leaves the nation unable to resist or recover by its own strength.

for mighty are those who obey His command.

The locusts carry out the purpose for which God has sent them. Their power lies in their complete obedience to His decree, as no human force can turn them aside.

For the Day of the LORD is great and very dreadful.

The locust plague marks a day of divine judgment upon Judah and points ahead to the greater day when God will judge sin and openly establish His rule.

Who can endure it?

No one can stand securely before the holy judgment of God apart from His mercy. The question presses Judah to recognize the seriousness of its condition and turn back to the LORD.

Return with All Your Heart

“Yet even now,” declares the LORD,

Though Judah faced severe judgment, the Lord still opened the way for repentance. His direct declaration made clear that mercy remained available before judgment fell.

“return to Me with all your heart,

God required more than outward religious observance. The people were to turn from sin and renew their covenant loyalty to Him with sincere devotion.

with fasting, weeping, and mourning.”

These public acts expressed humility and grief over sin. They were to accompany genuine inward repentance rather than serve as empty ritual.

So rend your hearts and not your garments,

Outward tearing of garments expressed grief, horror, or repentance in Israel, but it could become empty ceremony. God demands sorrow that reaches the heart, producing a changed will and obedience.

and return to the LORD your God.

Judah was to turn from sin and renew covenant faithfulness to the Lord. The invitation assumes that restoration remained possible even under the threat of judgment.

For He is gracious and compassionate,

God’s call to repentance rests on His merciful character. He does not delight in the destruction of His people but receives those who truly return to Him.

slow to anger,

The coming judgment was deserved, yet God had delayed it and given Judah opportunity to repent. His patience does not deny His justice; it makes repentance possible before judgment falls.

abounding in loving devotion.

God remains faithful to His covenant promises despite His people’s unfaithfulness. His steadfast love provides the basis for forgiveness and renewal.

And He relents from sending disaster.

When people turn from sin, God may withhold the judgment their rebellion deserves. In Joel’s setting, this included the threatened devastation of the land and the need for national restoration.

Who knows?

Judah’s repentance must be sincere, not an attempt to control God’s response. The people are called to humble themselves before the Lord, recognizing that mercy comes from His sovereign character rather than human entitlement.

He may turn and relent

God’s threatened judgment is not arbitrary. When people truly turn from sin, He may relent—show compassion or change His mind—and withhold the disaster they deserve. His willingness to show mercy does not lessen His holiness; it reveals His compassion toward the repentant.

and leave a blessing behind Him—

The locust plague had stripped the land of its produce and disrupted Israel’s life and worship. A blessing from God would mean renewed fertility, restored provision, and relief from the consequences of judgment.

grain and drink offerings for the LORD your God.

Restored crops would again supply the offerings required for worship at the temple, representing dedication and thanksgiving to God. The return of grain and wine would show that the Lord had restored both the land and the people’s ability to honor Him.

Blow the ram’s horn in Zion,

The shofar summoned the people to urgent public attention. Sounded from Zion, Jerusalem, it called the covenant nation to recognize the seriousness of approaching judgment and to return to the Lord.

consecrate a fast,

The fast was to be set apart as an act of national repentance. By abstaining from food, the people acknowledged their sin, grief, and dependence on God’s mercy.

Every part of the community was to gather before the Lord. The crisis required more than private sorrow; Israel was called to united confession, prayer, and renewed obedience.

Gather the people,

Joel calls the whole covenant community to respond to the crisis before them. Repentance and prayer were not private matters when the nation stood under God’s judgment.

sanctify the congregation,

The assembly was to be set apart for seeking the Lord, with hearts prepared to confess sin and appeal for mercy.

assemble the aged,

The elders, who carried responsibility for the community and remembered God’s past dealings, were to take their place in the solemn gathering.

gather the children,

Young children were included because the disaster and the need for God’s mercy affected every household and generation.

No family was excused. The urgency of the call outweighed ordinary routines and responsibilities.

Let the bridegroom leave his room, and the bride her chamber.

Even newly married couples were to interrupt their wedding celebrations. Personal joy and family occasions had to give way to the nation’s need to seek the Lord together.

Let the priests who minister before the LORD

Israel’s priests served as appointed representatives of the people before God, overseeing sacrifices and guarding the holiness of worship. In this national crisis, they were to lead the public response of repentance and appeal for mercy.

weep between the portico and the altar,

Standing in the temple court between the entrance and the altar of sacrifice, they were to mourn openly before the LORD. Their tears expressed the gravity of Judah’s sin and the urgency of its need for forgiveness.

Their prayer appealed to God’s compassion and His covenant commitment to the nation He had chosen. Judah could not escape judgment by its own strength, but it could seek mercy from the LORD.

and do not make Your heritage a reproach,

Israel belonged to God as His own possession, set apart to bear His name among the nations. The priests asked that their deserved discipline would not end in lasting disgrace.

an object of scorn among the nations.

The surrounding peoples would interpret Judah’s ruin as evidence that its God was unable or unwilling to save. Israel’s condition therefore concerned not only its survival but also the honor of the LORD’s name.

Why should they say among the peoples, ‘Where is their God?’”

The prayer asks God to act so that the nations would not mock His power, presence, and faithfulness to His people.

Restoration Promised

Then the LORD became jealous for His land,

The LORD turned in compassion toward the land He had given Israel and toward the people bound to Him by covenant. Their suffering under the locust plague had exposed the consequences of sin, yet their repentance brought a merciful response. God’s jealousy reflects His rightful claim upon His people and His purpose for the land He promised to their fathers.

Ezk 36:5 Therefore this is what the Lord GOD says:…

Zec 8:2 This is what the LORD of Hosts says: “I am jealous for Zion”…

and He spared His people.

Rather than leaving Judah under judgment, the LORD withheld further destruction and began restoring them. His mercy did not dismiss their sin but answered their return to Him, showing that judgment was intended to bring His people back into covenant faithfulness.

Psa 78:38 And yet He was compassionate; He forgave their iniquity…
Psa 106:45 And He remembered His covenant with them,…
Neh 9:31 But in Your great compassion, You did not put an end…

And the LORD answered His people:

After Judah humbled itself and sought the LORD, He responded with mercy. The locust devastation had exposed the seriousness of the nation’s sin and brought widespread loss, but repentance was met with God’s promise of restoration.

“Behold, I will send you grain, new wine, and oil,

The crops destroyed in the plague would again be supplied. Grain, wine, and oil sustained daily life, supported the temple offerings, and represented agricultural prosperity in Judah.

Hos 2:22 And the earth will respond to the grain,…
Deu 7:13 He will love you and bless you and multiply you.…

and by them you will be satisfied.

The land would no longer suffer famine and scarcity. God promised sufficient provision for the people after the losses they had endured.

Lev 26:5 Your threshing will continue until the grape harvest,…

I will never again make you a reproach among the nations.

The disaster had brought humiliation, as surrounding nations viewed Judah’s suffering as evidence of weakness and abandonment. The LORD would restore His people’s honor by reversing their condition and demonstrating His faithfulness to them.

The northern army I will drive away from you,

The Lord promises to remove the force that had brought devastation upon Judah, ending the threat by His direct intervention.

banishing it to a barren and desolate land,

The invaders will be driven from the fertile land they ruined and left unable to sustain themselves.

its front ranks into the Eastern Sea, and its rear guard into the Western Sea.

Their complete dispersal, from the Dead Sea to the Mediterranean Sea, portrays a total defeat with no avenue for recovery.

And its stench will rise; its foul odor will ascend.

The remains of the destroyed force will bear witness to the severity of God’s judgment.

For He has done great things.

Judah’s deliverance will come from the Lord, whose power overturns the enemy and restores His people.

Do not be afraid, O land;

Judah’s fields had been stripped by locusts and drought under God’s judgment. The land is addressed as though it could mourn its barrenness, yet it is promised relief as the devastation is reversed.

Lev 26:6 And I will give peace to the land, and you will lie down…
Isa 35:1-2 The wilderness and the dry land will be glad;…
Zec 8:12 For the seed will be prosperous, the vine will yield…

rejoice and be glad,

The coming renewal would bring abundant rain, restored crops, and renewed security for God’s people. Joy would replace the grief caused by famine and loss.

Psa 118:24 This is the day that the LORD has made; we will rejoice…
Psa 32:11 Be glad in the LORD and rejoice, O righteous ones;…
Isa 65:18 But be glad and rejoice forever in what I create;…

for the LORD has done great things.

The Lord would display His power by ending the plague and restoring the land. His actions would show that He remained faithful to His covenant people despite their recent discipline.

Do not be afraid, O beasts of the field,

The promise of restoration extends beyond Judah’s people to the animals affected by the locust plague, drought, and loss of vegetation. The devastation that had stripped the land is being reversed by the Lord’s provision.

for the open pastures have turned green,

Rain and renewed growth would restore grazing land that had become barren. For an agricultural society, green pastures meant the survival of flocks and herds and the return of normal life.

the trees bear their fruit,

Orchards that had suffered under drought and plague would again produce food. The recovery of the land showed that God’s judgment was not His final word to His repentant people.

and the fig tree and vine yield their best.

The fig tree and vine were central to Israel’s food supply and rural economy. Their abundant yield portrays more than recovery from loss; it describes a land restored to fruitfulness and peace under God’s blessing.

Be glad, O children of Zion, and rejoice in the LORD your God,

Jerusalem and the people of Judah were called to celebrate because the Lord had ended the devastation brought by the locust plague and drought. Their joy rested not merely in renewed prosperity but in the Lord Himself, who remained faithful to His covenant despite their earlier disobedience.

for He has given you the autumn rains for your vindication.

The early rains began the agricultural year and prepared the ground for planting. Their return showed that God had removed the judgment and restored His people, giving them evidence of His mercy and favor.

Jer 5:24 They have not said in their hearts, ‘Let us fear the LORD…
Deu 11:14 then I will provide rain for your land in season,…

He sends you showers, both autumn and spring rains, as before.

The early and latter rains supplied what was needed for planting, growth, and harvest. God promised a full restoration of the land’s normal abundance, reversing the losses of the plague and preparing the way for the greater spiritual blessing announced later in the chapter.

The threshing floors will be full of grain,

The land devastated by locusts and drought would again produce an abundant harvest. Grain, essential for daily bread, marked the restoration of Judah’s agricultural life and God’s removal of the judgment that had brought famine.

Psa 65:11-13 You crown the year with Your bounty, and Your paths overflow…
Lev 26:5 Your threshing will continue until the grape harvest,…

and the vats will overflow with new wine and oil.

Wine and oil, major products of the land, would return in such quantity that the storage vats would be filled. Their abundance signaled renewed prosperity, rejoicing, and the Lord’s favor upon His people.

Hos 2:22 And the earth will respond to the grain,…
Jer 31:12 They will come and shout for joy on the heights of Zion…

I will repay you for the years eaten by locusts—

God promises to restore the agricultural abundance and covenant blessings lost through the devastating plague. The years of famine had exposed Judah’s sin and brought the nation to grief, yet judgment would not have the final word for those who returned to Him.

the swarming locust, the young locust, the destroying locust, and the devouring locust—

The succession of locusts portrays destruction on every level, leaving the land stripped of grain, vines, and fruit. What had appeared to be a natural disaster was also a divinely directed judgment upon the nation.

My great army that I sent against you.

The locusts served under God’s authority, not as an uncontrolled force of nature. Having disciplined His people, He would remove their reproach, restore their provision, and renew their joy in His presence.

You will have plenty to eat, until you are satisfied.

After the devastation of the locust plague, the LORD promises restored harvests and renewed security for Judah. The land that had been stripped bare would again provide enough for His people, showing that He had removed the judgment and restored His favor.

You will praise the name of the LORD your God,

Their renewed prosperity would lead to public gratitude and worship. Having endured hunger, loss, and reproach, the people would recognize that their deliverance came from the LORD alone.

who has worked wonders for you.

The restoration of the land, the removal of the invading threat, and the coming outpouring of God’s Spirit display His power and faithfulness. He acts on behalf of His covenant people in ways no human ruler or harvest could accomplish.

My people will never again be put to shame.

Judah’s disgrace before surrounding nations would be replaced by honor and security under God’s protection. The promise reaches beyond the immediate recovery from the plague to the lasting vindication of all who belong to the LORD.

Then you will know that I am present in Israel

The restoration of the land after the locust devastation would reveal that the LORD had not abandoned His covenant people. His dwelling among Israel, first associated with the tabernacle and later the temple, marked them as His chosen nation and brought protection, order, and blessing, foreshadowing Jesus Christ, Emmanuel, “God with us.”

and that I am the LORD your God,

Israel would recognize again the God who delivered them from Egypt and bound Himself to them by covenant. The LORD alone was their rightful ruler and object of worship, unlike the idols honored by surrounding nations.

and there is no other.

The coming deliverance would demonstrate the LORD’s absolute supremacy. Israel’s restoration was not the work of nature, military power, or another god, but of the one true God.

My people will never again be put to shame.

The LORD promised to remove the disgrace caused by judgment, invasion, and famine. Joel’s prophecy looks beyond the immediate recovery to Israel’s future restoration, when God will vindicate His people and establish them in security.

I Will Pour Out My Spirit

And afterward,

Following Israel’s repentance, deliverance, and restoration, the Lord promised a new work among His people.

I will pour out My Spirit on all people.

God would give His Spirit abundantly and broadly, no longer limiting prophetic empowerment to a small number of leaders. Peter identified Pentecost as the beginning of this fulfillment, when the Spirit came upon the believers in Jerusalem.

Your sons and daughters will prophesy,

Men and women would proclaim God’s revealed message, showing that the Spirit’s work would extend throughout the covenant community.

your old men will dream dreams,

The elderly would continue to receive divine revelation, their age and experience remaining useful in God’s purposes.

your young men will see visions.

The younger generation would likewise receive revelation and take an active part in declaring and serving God’s will. Together, the promise describes an outpouring that reaches both sexes and every generation.

Even on My menservants and maidservants,

God’s promise reaches those with no social standing as well as those in positions of authority. Men and women, free and enslaved, would share in the Spirit’s work, showing that access to God’s presence was not limited by rank, wealth, or gender.

I will pour out My Spirit

God would give His Spirit abundantly and personally to His people, not only to selected kings, priests, or prophets. This began publicly at Pentecost, when the Holy Spirit came upon Christ’s followers and empowered the early church.

in those days.

The promised outpouring belongs to the days of the Messiah’s saving work and the unfolding of God’s kingdom, leading ultimately to the day when Christ returns and restores all things.

Isa 2:2 In the last days the mountain of the house of the LORD…

I will show wonders in the heavens and on the earth,

God will display unmistakable signs throughout creation as the Day of the Lord approaches. These events reveal His authority over heaven and earth and announce both judgment upon the wicked and deliverance for His people.

Luk 21:25-26 There will be signs in the sun and moon and stars…
Mat 24:29-30 Immediately after the tribulation of those days:…

blood and fire and columns of smoke.

The scene portrays widespread violence, destruction, and upheaval. Blood marks death in judgment, while fire and rising smoke picture cities, armies, and lands overwhelmed by divine wrath. Yet these fearful signs also precede the promised salvation of those who call upon the Lord.

The sun will be turned to darkness

God will darken the sun as a visible sign of His intervention in history. The disturbance of creation will reveal the gravity of the judgment approaching.

and the moon to blood

The moon’s blood-red appearance will add to the terror of that time, marking an extraordinary heavenly sign that cannot be ignored.

Rev 6:12 And I watched as the Lamb opened the sixth seal…

before the coming of the great and awesome Day of the LORD.

These signs will precede the Day of the LORD, when God judges evil, vindicates His people, and openly displays His sovereign power.

And everyone who calls on the name of the LORD will be saved;

God extends salvation to all who genuinely turn to Him in faith, trusting His mercy and authority. Calling on the LORD reflects dependence upon Him rather than confidence in human strength or false gods.

for on Mount Zion and in Jerusalem there will be deliverance,

Jerusalem, the place of God’s temple and the center of Israel’s worship, would be preserved as God carried out judgment and restoration. Mount Zion also points beyond the city to God’s reign and the security of those under His rule.

as the LORD has promised,

Deliverance rests on God’s covenant faithfulness. The LORD fulfills what He declares, preserving His people according to His purpose.

among the remnant called by the LORD.

Though judgment would be widespread, God would preserve a faithful remnant. Their survival and salvation would come from His sovereign call and grace.
